Suspect admits to killing 14-year-old girl

The prime suspect of killing a 14-year-old girl is taken into Jungnang Police Station in Seoul, Tuesday. / YonhapBy Jung Min-hoA 35-year-old suspect, who allegedly strangled his daughter’s friend two weeks ago, confessed to killing the girl, police said Tuesday.According to Jungnang Police Station in Seoul, the man surnamed Lee admitted to killing the 14-year-old and burying her body on a hill in Yeongwol, Gangwon Province.Police also said that his 14-year-old daughter helped him by luring the victim to their house in Seoul, giving her a drink that had powdered sleeping pills in it and disposing of the body.The prosecution has requested an arrest warrant for her.Previously, Lee denied the murder allegation, claiming the friend died after taking the sleeping pills by mistake, despite the National Forensic Service’s conclusion that she was strangled.Yet he refused to give a reason as to why he killed her, police said.Police said they are investigating whether his sadistic sexual propensity and unstable mental state were factors in the murder of the girl, whose body was foun

By Jung Min-hoA Korean judge, who was fined for leaving her two children in a car while shopping in Guam last week, is now under scrutiny here.A Suwon District Court official said Tuesday the court is looking into the case to decide whether to punish the judge, who was arrested with her husband on Oct. 2 for leaving their six-year-old boy and one-year-old girl in a car while shopping.The children were found “sweating profusely” and “unresponsive” to rescue personnel who made repeated attempts to wake them, according to local media KUAM News.The couple was released the next day after paying a combined fine of $1,000.Their action would not be deemed illegal here unless it was maliciously intended. But under Korean law, a judge who tarnishes their own image could be penalized.The Korean Bar Association also plans to investigate her husband, a lawyer who works at a major law firm here.But experts say it is unlikely they will end up with serious punishment.

Military officials involved in smear campaigns exploit taxes

 By Lee Kyung-min At least half of the 20 officials at the Cyber Command unit of the military, mobilized to carry out an online smear campaign in the lead-up to the 2012 presidential election and the upcoming general elections, were on state-funded scholarships at Korea University graduate school programs, a lawmaker said Monday.According to data from Rep. Kim Hae-young of the ruling Democratic Party of Korea, the Cyber Command under the Ministry of National Defense and the Korea University Division of Information Security Graduate School of Information Security agreed to operate a three-year program only for Cyber Command officials qualified to attend the program starting Aug. 25, 2014.Twenty officials attended the program for master’s and doctorate degrees, with the 14 million won ($12,000) yearly tuition paid for in full by both the ministry and the university.Of the total, at least half, Kim said, were identified as having worked for the psychological warfare unit under the Cyber Command, a department known for orchestrating online campaigns to help conservative p

Extension of Park's detention to be decided this week

각종 범죄로 파면이나 해임 처분을 받은 소방공무원이 이의신청을 통해 징계를 감면받은 경우가 60%가 넘는 것으로 나타났다.    9일 국회 행정안전위원회 소속 더불어민주당 진선미 의원이 소방청으로부터 제출받은 자료에 따르면 2013년부터 2017년 7월까지 각종 비위로 파면·해임 처분을 받은 소방공무원은 48명이었다. 이 가운데 31명(75.6%)이 각 시·도 소청심사위원회에 이의를 제기했고 그중 20명(64.5%)이 징계가 감경돼 공무원 신분을 유지했다.    감경 사례를 보면 전남의 한 소방서에 근무하는 A소방장은 공용화장실에 몰카를 설치해놓고 촬영해오다 사정당국에 적발돼 징계위원회에서 해임 처분을 받았다.    A소방장은 이의를 제기했고 소청심사위원회에서 '강등'으로 감경받았다.    인천의 한 소방서에서 일하는 B소방경은 금품수수 혐의로 해임 처분을 받았지만, 소청심사위를 통해 '정직 3개월'로 2단계 감경 처분을 받았다.    소청심사위 소청결과 파면·해임에서 강등으로 1단계 감경된 경우는 12명(38.7%), 정직으로 2단계 낮아진 사례는 8명(25.8%)이었다. 소청이 기각된 경우는 8명(25.8%), 소청이 진행 중인 사람은 3명(9.7%)이었다.    진선미 의원은 "징계처분을 뒤집을만한 새로운 증거가 발견되지 않았음에도 제식구 감싸기식 묻지마 감경이 이루어지는 것은 문제가 있다"면서 "소청심사 결과가 국민 눈높이에 맞는지, 각 시·도별 소청심사위원회의 인적 구성에 문제가 없는지 등을 재점검해 공직기강을 바로 세워야 한다"고 지적했다.    같은 기간 비위로 징계를 받은 전체 소방관수는 1천355명이었다. 이 중 149명이 각 시·도 소청심사위원회에 이의를 제기했다. 이들 149명 중 소청심사위에서 감경 인용된 경우는 90명(60.4%)이었다. The number of juvenile sex offenders in South Korea rose above 3,000 for the first time in 2016, a ruling party lawmaker said Sunday, raising questions over the efficiency of current preventive and corrective systems.The country's reported underage sex offenders in 2016 stood at 3,195, up from 2,980 in 2015 and 2,875 in 2014, according to a report from Democratic Party Rep. Up-and-coming fashion model dies in apparent suicide

He was 22.Lee’s elder brother revealed the death in a message posted on social media on Saturday night.“Lee, my only sibling, passed away on Oct. 6, 2017,” wrote Lee Eun-sun. “I thought he had lived well as a fashion model and DJ. He seems to have been in trouble and that’s why he opted for this regrettable choice”(a euphemistic reference to his suicide).The message did not say why the up-and-coming model killed himself. 284 foreign criminals caught in 100-day crackdown

By Park Si-sooPolice caught nearly 300 foreign criminals in their 100-day intensive crackdown in the southern part of Gyeonggi Province.About 40 police officers took part in the campaign that continued from June 19 to Sept. 26 in the region’s major expat districts.The region is home to many factories that hire tens of thousands of foreign workers. As the foreign population increases, so does the number of crimes involving foreigners, according to the Gyeonggi Nambu Provincial Police Agency.A total of 202 were caught for violence, the No.1 crime, followed by 38 for drug use, 24 for illegal gambling, 11 for illegal possession of an unregistered weapon and nine for dating violence. Thirty-nine were arrested.“Many foreign crimes have gone unnoticed because victims, mainly foreigners, feared that the police’s involvement could bring a negative impact on their status,” a police officer involved in the campaign said. “This has made their situation worse. We will pay greater attention to expat communities to enhance their security.”

Uzbek arrested for knife attack on Muslim at mosque

/ YonhapBy Park Si-sooA drunken Uzbek man was arrested for a knife attack on a Muslim worshipper who stopped him as he was heading to a toilet at a mosque in Ansan, Gyeonggi Province, police said Friday.The Uzbek, a carpenter, 46, is now in custody.According to Ansan Danwon Police Station, the Uzbek came across the Muslim worshipper, an Indonesian, 39, on Friday at 5:20 a.m. Five worshippers, including the victim, stopped the man at the mosque’s entrance, which led to a scuffle. The Uzbek threatened them with a knife and the victim suffered a minor injury to his left hand.Police plan to seek an arrest warrant for the man.
