New laws to curb 'revenge porn' and other sex crimes

The government announced a set of measures to curb the crime of secretly filming women for sexual gratification and other purposes, including regular inspections of subways and other public facilities, to ensure they are free of hidden cameras.The Prime Minister's Office reported the measures to President Moon Jae-in during a Cabinet meeting Tuesday. Since August, Moon has called for comprehensive measures to end "hidden camera crimes" and support victims.The package of measures also included requiring those buying secret cameras posed as daily devices to provide their personal information and toughening punishments for distributing illicit footage, including revenge pornography.The measures called for those spreading revenge footage to be punished not with fines but only with imprisonment of up to five years. (서울=코리아타임스) 박은지 기자 = 대구의 한 사립초등학교가 교내 학생간의 성추행 사건에 대해 미온적인 대응을 보여 학부모 등에게 비판을 받고 있는 것으로 나타났다.대구지방 경찰청은 해당 초등학교 2학년 남학생 3명이 같은 학교 여학생을 성추행 했다는 고소장을 접수해 조사를 벌이고 있다고 전했다.코리아타임스와의 통화에서 피해 여학생의 부모는 A군 등 3명은 지난 7월 방학기가 중 부모님과 함께 간 캠핑장에서 어울려 놀던 피해 여학생인 B양 에게 옷을 벗으라고 강요하며 장난감 스피너 등으로 B양의 신체 일부분을 만졌다고 주장했다. 이 과정에서 A군 자신도 속옷을 벗어 B양에게 흔들며 ‘엄마에게 이르면 복수한다’는 등 온갖 협박을 가했다고도 전했다.해당 사건에 대한 충격으로 B양은 부모님과 함께 성폭력 상담소와 정신과에서 치료를 받는 도중 2차 성추행 사건이 학교에서 또 이뤄졌다. 가해 남학생 중 한 명이 피해 여학생에게 지속적으로 그때 봤던 몸이 생각난다며 점심시간 비밀창고에서 몰래 몸을 보여달라거나 쉬는 시간마다 배꼽을 보여달라는 등 지속적으로 요구한 것으로 알려졌다.대구 경찰청은 피해 학생과 가해 학생이 모두 10세 미만으로 처벌 대상에서 제외되지만 성추행 의심행동이 반복됐던 만큼 부모를 불러 조사를 진행하고 있다고 전했다.그러나 해당 사건에 대해 가장 민첩하게 대응해야 했던 학교의 미온적인 대처에 피해 학생측이 문제를 삼고 있다.해당초등학교는 지난 19일 학교폭력자치위원회 (이하 학복위)를 개최하고 가해학생에게 ‘피해학생 접근금지 1개월과 서면 사과, 부모와 특별교육 2시간 수강’등의 결정을 내렸다. 피해 학생측의 주장에 따르면 사실상 학교는 피해학생에 대한 배려를 뒤로한 체, 같은 학교공간에서 가해 학생들과 계속 마주쳐야 하는 심각한 심적 부담을 피해학생에게 안겨주며 피해자측 학부모가 요구한 최소한의 조치인 가해학생의 전반까지도 거부한 사실이 드러나며 가해학생측을 두둔하는 결정을 내렸다고 전했다.피해 학생의 학부모측은 “이러한 학교의 안일한 대처를 받아들일 수 없다,”며 “우리 아이는 그 사건 이후로 학교에 가기가 무섭다며 등교를 거부한 상태이기 때문에

고교서 '흉기 난동' 20대…학생들에 제압당해

서울 동대문구의 한 고등학교에서 흉기를 들고 난동을 부린 20대가 학생들에게 제압당해 붙잡혔다고 26일 서울 동대문 경찰서는 밝혔다.   경찰에 따르면 허 씨는 전날 오전 11시 58분께 한 공업고교에 흉기를 들고 찾아가 학생들을 위협한 혐의를 받고 있다. 경찰은 살인 예비 혐의로 허 모(27) 씨를 입건해 구속영장을 신청할 예정이다. 허 씨는 해당 고교의 학생 A 군과 전화로 말다툼하다가 격분해 흉기를 들고 학교에 직접 찾아간 것으로 조사됐다고 연합뉴스는 전했다.    배달대행업체에서 일하는 허 씨는 배달원 모집 중 A 군에게 전화를 잘못 걸었고, A 군과 욕설을 하며 말다툼하던 중 '죽이겠다'고 한 것으로 드러났다.   허 씨는 전화를 끊은 지 약 5분 만에 학교 교문에 도착했고 학교 경비원이 막자 태연하게 “지각생이다”라고 거짓말을 하며 지각생 명부에 허위 이름을 적고 학교 안으로 들어갔다.    학교 건물에 들어간 허 씨는 흉기를 덮은 들고 1층과 2층을 돌아다니며 A 군을 찾았지만, A 군의 얼굴을 알지 못해 찾지 못했다. 허씨가 흉기를 들고 배회하자 교사와 학생들이 도망 다니는 등 학교 전체가 혼란에 빠졌다고 경찰은 전했다.    이때 교내에 있던 B 군이 이를 목격해 친구들과 허 씨를 제압했다. B 군은 허 씨의 다리를 걸어 넘어뜨린 뒤 흉기를 빼앗았다. 다행히 다친 사람은 없었다. 경찰 조사 결과 허 씨는 전날 마신 술로 만취 상태였던 것으로 나타났다.    경찰 관계자는 "A 군이 전화를 끊고 바로 신고해 경찰이 출동했지만 허 씨가 더 일찍 도착했다"면서 "학생들이 허 씨를 제압한 직후 출동한 경찰에 인계했다"고 연합뉴스는 전했다.

장애급여 계속 받으려 정신장애 2급 아들 시신유기

정신장애 아들이 숨지자 급여를 계속 받으려고 사망신고 없이 시신을 강변에 유기한 아버지가 6년 만에 경찰에 붙잡혔다.    대구 성서경찰서는 26일 사체유기 등 혐의로 A(73)씨를 구속했다고 밝혔다.    A씨는 2011년 12월 대장암 수술을 받고 퇴원한 아들 B(당시 38세·정신장애 2급)씨가 잠을 자다가 숨지자 사망신고를 하지 않고 경북 영천시 금호강 인근에 시신을 매장한 혐의를 받고 있다.    그는 최근까지 210차례가량 아들의 이름으로 장애인 급여와 수당 1천800만원을 받아오다 최근 경찰에 아들이 실종됐다고 허위 신고하면서 꼬리를 밟혔다.    연합뉴스에 따르면 그는 구청 복지 담당 공무원이 아들 안부를 물으며 방문하겠다고 하자 지난 15일 경찰에 “2개월 전 함께 낚시를 간 아들이 과자 심부름을 가서는 연락이 되지 않는다”고 거짓 신고했다.    경찰은 B씨가 최근 몇 년간 친인척 등에 목격된 적이 없는 등 단순 실종으로 볼 수 없는 여러 정황을 발견하고 A씨를 추궁해 "시신을 유기했다"는 자백을 받았다고 연합뉴스는 전했다.    경찰은 지난 20&sim;24일 경찰관 80여명과 굴삭기 등을 동원해 A씨가 진술한 장소 주변을 수색했으나 시신을 발견하지 못했다.    경찰 관계자는 "A씨는 생활고 때문에 돈 욕심으로 범행을 저질렀다고 진술했다"며 "아들 사망 시점을 규명하는 등 추가 수사를 할 예정이다"고 말했다.

여교사를 세워 둔 과녁과 체험용 활 / 연합20대 여교사를 과녁 앞에 세워두고 '체험용 활'을 쏴 갑질 논란을 빚은 인천의 한 초등학교 교감이 과거 행정실 여직원을 폭행한 전력이 있는 것으로 드러났다.    그러나 당시 징계위원회를 연 교육 당국은 법률상 징계 대신 경고 조치만 하고 넘어갔다.    25일 교육계에 따르면 인천 모 초등학교 교감 A(52)씨는 2005년 4월 다른 초등학교에서 부장교사로 근무할 당시 행정실장 B(여·당시 8급)씨와 말다툼을 벌였다.    둘은 업무비의 회계 처리 문제를 두고 마찰을 빚은 것으로 알려졌다.    서로 언성이 높아진 가운데 A씨가 B씨에게 "야"라고 소리치며 반말했고, B씨가 "왜 반말을 하느냐"며 항의하자 그는 손으로 B씨의 목을 세게 잡고 복사기 뒤쪽으로 밀쳤다.    B씨는 A씨로부터 폭언과 폭행을 당한 뒤 한동안 육체·정신적으로 후유증에 시달렸다.    A씨는 당일 외에도 수차례 B씨의 직위를 비하하거나 협박하는 발언을 자주 한 것으로 알려졌다.    당시 사건이 알려진 뒤 인천시교육청 행정직원연합회와 인천교육행정연구회 등은 A씨를 규탄하는 성명을 발표했다.    이들 단체는 성명을 통해 "열악한 환경에서 혼자 근무하는 행정실 여직원을 폭행했다"며 "고귀한 인격을 유린했고 장기간에 걸쳐 행정직 전체를 비하하는 태도를 보였다"고 비판했다. 인천시교육청 행정직원연합회는 또 당시 성명서에서 "그는 B씨에게 '직원도 없는데 무슨 행정실장이야. 8급 단지 얼마나 됐어'라거나 '너 앞으로 조심해. 내가 예의주시할 테니까'라고 했다"고 밝혔다.    그러나 당시 인천시교육청은 행정직원연합회의 청구에 따라 A씨에 대해 감사를 하고도 엄중한 징계 대신 '불문경고'를 하는 데 그쳤다.    인천시교육청 관계자는 "당시 해당 지역교육장이 감봉이나 견책과 같은 경징계를 요구했고, 시 교육청은 불문경고를 했다"
