Assembly passes bill allowing chemical castration on attempted rapists

The National Assembly passed an amendment on Friday that would allow chemical castration as punishment for people found guilty of attempted rape, expanding the scope of a law punishing sex offenders.The bill also stipulates that sex offenders whose acts lead to injury or the death of minors are added to the list of those subject to chemical castration.Under the amendment, chemical castration does not apply to people who film parts of people's bodies using a hidden camera. The government had proposed that the secret photographing of people be included under the scope of the law.The law came into effect in 2011 -- the first Asian country to adopt this type of treatment -- amid public outcry over a series of rapists reoffending following their release.Chemical castration involves administering medication -- either via injection or tablets -- to take away sexual interest and make it impossible for a person to perform sexual acts. Dozens of prosecutors and investigators seized related documents, hard drives and other materials related to the project. The prosecution suspects the company handed 3.2 billion won ($2.94 million) in bribes to Duane Nishiie, a U.S. Corps of Engineers contracting officer at the time, to win the contract for the construction project valued at 460 billion won. Suwon District Court sentenced the businessman, 49, surnamed Moon, to five years in prison and ordered him to have 120 hours of anti-sexual crime education. Court documents showed the man, who runs a plastics manufacturing factory in Hwasung, Gyeonggi Province, broke into the room of a Thai employee, hugged her and touched her body without consent in April. The following day, he sneaked into the room of another female employee from Thailand and raped her.The victims did not call police immediately because they were undocumented. They spoke out two months later through a welfare center for foreign workers.“It’s a serious crime against foreign workers,” Judge Kim Jung-min said in a ruling statement. “The accused has made little effort to recover the physical and psychological damage of the victims. Police are intensifying efforts to catch drunk drivers. / Korea Times fileBy Park Si-soo Police will conduct field sobriety tests at Seoul’s major entertainment and business districts in a year-end crackdown on drunk driving. The nationwide crackdown will be held twice a week, up from once in other months.
