Just days after a daycare center worker sparked nationwide uproar for abusing a child in Incheon, another shocking incident occurred in the southeastern city of Ulsan.

The head of a daycare facility chief was arrested Tuesday for putting tissues and a towel into the mouth of a 22-month-old boy because he “would not stop crying,” the Ulsan Metropolitan Police Agency said.

The chief is now under investigation for allegedly abusing the child repeatedly in November and December.

Police are looking at closed-circuit video footage to determine whether or not there were other alleged victims.

Last week, a female daycare center employee, surnamed Yang, was arrested for beating a four-year-old girl for not eating kimchi during lunch. Video footage of the girl being struck by the worker sparked public outrage.
