Seoul needs $2.14 trillion for inter-Korean reunification

South Korea needs a total of $2.14 trillion (2,525 trillion won) over the next three decades in the event of an abrupt collapse of the North Korean regime to cover the full costs of reunification, the presidential panel on future strategies said Monday.

It roughly amounts to $44,000 per South Korean citizen.

If the two Koreas are united peacefully following the North’s gradual opening of its economy, the total cost would be reduced to $322 billion ($6,600 per capita), according to the Presidential Council for Future and Vision.

The panel, headed by Kwak Seung-jun, one of President Lee Myung-bak’s closest aides, already reported the rough estimate of unification costs to Lee in early June as part of the “Vision 2040,” a set of long-term policy proposals.

Based on the report, Lee proposed the introduction of a unification tax in Sunday’s address marking the 65th anniversary of Korea’s liberation from Japanese colonial rule to cope with the heavy cost of uniting the two Koreas.

The council commissioned the report on unification costs from the state-run Korea Development Institute.

통일비용 '1인당 5,000만원'

대통령 직속 미래기획위원회는 16일 한국은 앞으로 30년 안에 북한정권이 갑작스럽게 붕괴되었을 시 통일 준비에 2,525조 원의 기금이 필요할 것이라고 말했다.

이는 개인당 5,000만 원 정도의 비용이 부과됨을 의미한다.

위원회에 따르면 북한이 평화적으로 점진적인 경제개방을 할 때는 통일비용이 줄어 380조 원(개인당 780만 원 정도)으로 줄어들 것으로 내다봤다.

이명박 대통령의 측근 곽승준위원장이 이끄는 위원회는 지난 6월 초 2040년까지의 장기 국가계획인 “미래비전 2040”의 일환으로 통일비용을 보고한 것으로 알려졌다.

이 보고에 기초해 이 대통령은 지난 15일 광복절 65주년 기념 행사에서 통일세를 화두로 꺼낸 것이다.
