ed Safety of Koreans abroad

One out of every three Koreans is travelling overseas, and about 3 million Koreans are living abroad. The government needs to strengthen measures to protect Koreans overseas from being victims of crime.

Koreans overseas were reportedly the victims of 2,116 crimes in the first half of this year, with that number expected to exceed 4,000 by year’s end.

The role of diplomats has become critical in ensuring their safety. Although the government has kept travelers informed of the most dangerous countries and regions, has activated a call center and has maintained an emergency response team, these measures are not enough. Increasing the number of diplomats is also not a solution.

A smartphone is one cost-effective approach. Currently, it is used to send short messages to travelers overseas, listing emergency telephone numbers they can call. The government can introduce a translation system through the phones. In an emergency, Koreans can make a direct call to Seoul's call center. However, the center has limits as it provides only a Korean-language service. Korean travelers should be able to utilize multiple foreign-language services through Seoul’s call center.

Translators can use the device to help locals communicate with foreign doctors, kidnappers or criminal gangs. Smartphones can identify the location of the Koreans in trouble. Introducing smartphone apps for overseas Koreans is an attractive idea.
