The Ministry of Environment will not ban the use of disposable paper cups at restaurants and cafes, it announced, Tuesday.
환경부는 화요일 식당 및 카페에서 일회용 종이컵 사용을 금지하지 않기로 했다고 발표했다.
It will also not enforce regulations on the use of plastic straws at cafes and plastic bags at convenience stores for the time being.
정부는 또 카페에서 플라스틱 빨대 사용, 편의점에서 비닐봉지 사용을 규제하는 정책 역시 적용하지 않을 예정이다.
The decision focuses on withdrawing the regulation prohibiting the use of disposable paper cups in food service businesses such as restaurants.
이번 결정은 식당 등 식품접객업에서 시행해온 일회용 종이컵 사용금지 규제를 철회하는 것을 목표로 한다.
The ministry explained that the decision took into consideration the position of small business owners who face the burdens of high prices and interest rates.
환경부는 원가 상승과 고금리 부담을 안는 소상공인의 입장을 고려한 결정이라고 설명했다.
However, the move may face a backlash for its retreat from the policy of reducing the use of disposable items, which has been a serious national issue. Some argue that it may be a "vote-catching policy" in anticipation of the upcoming general elections in April next year.
그러나 중대한 국가적 사안이었던 일회용품 사용 줄이기 정책의 후퇴인 만큼 이번 결정이 반발을 가져올 수도 있다. 일부는 이번 조치가 다가오는 내년 4월 총선에 대비한 "선심성 정책"이 아니냐고 주장했다.
Regarding the prohibition of disposable plastic straws and stirring sticks in food service businesses, the environment ministry has essentially extended the guidance period indefinitely.
환경부는 식품접객업에서 일회용 플라스틱 빨대 및 젓는 막대 사용 금지에 대해선 사실상 계도기간을 무기한 연장했다.
Regulations on using disposable items were implemented on Nov. 24 last year, and the environment ministry came up with a one-year guidance period during which no fines of up to 3 million won ($2,292) could be imposed for violations.
일회용품 사용 규제는 지난해 11월 24일부터 적용됐고, 환경부는 위반 시 최대 300만원(2,292달러) 이하인 과태료 부과가 이뤄지지 않는 계도기간을 부여했다.
