The Korea International Cooperation Agency (KOICA) has teamed up with its counterpart APC Colombia to strengthen cooperation with Latin America and the Caribbean.

KOICA said it held a memorandum of understanding (MOU) signing ceremony with APC Colombia for cooperation for Latin American countries and the Caribbean with the goals of enhancing digital governance, tackling environmental issues, and promoting innovation and regional development, the government agency said Thursday.

The MOU “Latin America and the Caribbean Triangular Cooperation Framework Korea-Colombia” aims to build groundwork for joint projects between Korea and Columbia for countries in Latin America and the Caribbean.

Triangular cooperation refers to an aid arrangement in which two or more donor actors cooperate as facilitators and pivotal partners to support one or more beneficiary countries.

APC Colombia is the government body that oversees Colombia’s international development cooperation policies including official development assistance, South-South cooperation and triangular cooperation.

Under the partnership, KOICA will explore ways to implement triangular cooperation when developing local projects and new training programs, and plans to continue expanding cooperative projects in consultation with APC Colombia.

“Colombia is an important partner leading South-South cooperation and triangular cooperation in Latin America,” KOICA President Chang Won-sam said. “Through this agreement, we expect to strengthen the foundation for cooperation between the two agencies and expand cooperation models tailored to middle-income countries.”
