Korean telecommunication giant KT has proposed to the Ukraine government how it can improve the war-torn country's telecommunication infrastructure and introduce ways of managing energy efficiency while operating key government networks.

Moon Sung-uk, head of KT's Global Business, visited Kiev on Wednesday and presented the company's scheme for helping Ukraine rebuild its communication infrastructure. In a presentation titled “ICT Partner for Ukraine,” Moon explained the plan to Ukraine's key government officials including the deputy prime minister and cabinet ministers.

Moon suggested Ukraine establish public safety-LTE (PS-LTE), a government-exclusive disaster responsive communication network with high security.

He said the country's national defense can benefit from a military-broadband convergence network (M-BcN) that allows stable communication and 24-hour situation room monitoring. The proposed setup was proven in Korea in 2018 when the company launched the “world's first” disaster responsive state network, according to the company.

Moon said the Ukraine government can manage critical data for national security purposes with a government-exclusive internet data center (G-IDC). As to the country's power generation that has been reduced by more than 50 percent compared to before the Russian invasion's onset in February 2022, KT's advanced metering infrastructure (AMI) can help Ukraine's power companies check households' power meters more efficiently and solve power shortage problems.

KT is among the 18 state-run and private firms that have joined a delegation of One Team Korea, led by Korean Minister of Land, Infrastructure and Transport Won Hee-ryong, visiting Ukraine to sign agreements on postwar reconstruction. Moon, during his two-day visit to Kiev with representatives of other companies, said KT's information and communication technology (ICT) will be helpful in recovering Ukraine's infrastructure.
