Woori Bank raided for soured construction deal

An overseas travel ban was slapped Friday on a former Woori Bank property team manager, who allegedly provided a real estate developer with his bank’s payment guarantees worth 380 billion won ($315 million) in loans to finance a project in Beijing, China, in return for 2.86 billion won in kickbacks.

A team of police officers raided the bank headquarters in Hoehyeon-dong, downtown Seoul, at about 10 a.m. Friday morning, hauling away computer hard disks for evidence.

“As soon as we collect enough evidence, we will track his whereabouts,” a police officer told The Korea Times. He confirmed the travel ban has been slapped on Chun.

The police said the 380 billion won the former Woori official guaranteed is comprised of 250 billion won from Kookmin Bank and 130 billion from Korea Life Insurance. Police didn’t reveal the identity of the developer.

The guarantees were provided without going through an internal screening process as required. The manager is suspected of bypassing the step.

Police said that Chun received 2.86 billion won in seven installments between March and August 2008, in kickbacks.

The raid followed a report by Woori Bank upon finding Chun’s misconduct to the National Police Agency in May last year but it declined to talk about when and how he left the bank.

About 10 officers from the police’s special investigation team searched the Woori headquarters. “It may take time to analyze the confiscated computer hard disks,” an officer said, adding that the 45-year-old Chun is still at large.

Police said that Chun set up a consulting firm specializing in loans in April 2008, trying to cover his tracks. “The kickbacks he received were recorded as consulting fees from the deal.”

Separately, Woori Bank reported losses of around 200 billion won resulting from payment guarantees for soured project financing deals last June, according to the Financial Supervisory Service (FSS). The financial watchdog said that the lender provided guarantees for such projects worth a total of 4.2 trillion won for six years from 2002 to 2008.

A Woori Bank representative said the 380-billion-won loan for the Beijing property has not been included as losses yet because it has yet to be determined how much can be salvaged from the property, which remains unsold.

우리은행 압수 수색

경찰청 특수수사과는 23일 PF(프로젝트파이낸싱) 부실대출과 관련, 우리은행 본점을 압수수색했다.

경찰은 이날 오전 10시부터 오후 1시까지 서울 중구 회현동 우리은행 본점 부동산신탁사업단과 기업개선 사무실에 대한 압수수색을 단행했다. 경찰은 압수수색으로 대출 신청서류와 부속서류, 업무협정서 등이 들어 있는 컴퓨터 하드디스크 등을 확보했다.

경찰에 따르면 우리은행 부동산신탁사업단은 PF대출 신청업체에게 금융대출을 주선하는 과정에서 사업성이나 대출금 회수 가능성 등 대출 적격성이 충족되지 않은 PF사업에 대해 다른 금융기관으로부터 3800억원의 대출을 받을 수 있도록 해준 것으로 드러났다.

전 부동산금융팀장인 C씨(45)는 2008년 3월31일부터 5개월간 지급보증 대가로 7차례에 걸쳐 28억6000만원 상당의 수수료를 받아 챙긴 혐의를 받고 있다.

C씨는 2008년 4월 퇴직후 대출 컨설팅 회사를 차렸으며 최근 잠적한 것으로 알려졌다. 경찰은 C씨에 대해 출국 금지 조치했다.

경찰 관계자는 "C씨는 특경가법상 알선수재의 혐의를 받고 있다"며 "이같은 혐의에 대한 증거자료를 확보하기 위해 압수수색 영장을 집행했다"고 말했다.

이번 압수수색으로 민영화 계획을 앞두고 있는 우리금융지주는 당혹스러움을 감추지 못하고 있다.

최근 국세청 세무조사에 이어 주력계열사인 우리은행이 경찰청으로부터 압수수색을 받자 민영화에 차질이 생기는 것 아니냐는 여론이 거세지고 있기 때문이다. 이번 압수수색에 대해 우리은행은 확대 해석을 경계하고 있다.

우리은행 관계자는 "이미 과거에 은행에서 적발됐던 사안으로 은행이 고발한 직원에 대한 경찰의 보강 수사차원인 것 같다"며 "금융실명제 이후 금융권 정보를 얻기 위해서는 압수수색 영장을 발부받는 방법밖에 없기 때문에 이같은 상황이 발생한 것"이라고 말했다.

한편 경찰은 부동산 시행사에 PF 대출을 하는 과정에서 적격 심사를 한 우리은행의 부동산 투자협의회와 부동산 실무투자위원회 등에 참여한 인사들의 비리 여부 등도 수사할 예정이다.
