S. Korea issues preliminary warning for power shortage

South Korea issued a preliminary warning for a possible power shortage Monday, signaling the start of what is expected to be a long streak of difficulties created by a recent shutdown of nuclear reactors.   The warning was issued after the country's power reserve level temporarily dipped to under 4.5 million kilowatts, according to the Korea Power Exchange, the state-run distributor of electricity. A level 2 warning is issued when the power reserve falls below 4 million kilowatts. The Korea Electric Power Corp. (KEPCO) earlier expected the power reserve to drop to as low as a little over 3 million kilowatts.   The ongoing difficulty was created after the government shut down two operational nuclear reactors while also delaying the scheduled operation of two newly built reactors due to faulty parts that were allegedly supplied under fake quality warranties in and around 2008.   The shutdown of the two 1-million kilowatt reactors has cut the country's total energy generation capacity to 76.7 million kilowatts. The Ministry of Trade, Industry and Energy has

N. Korea seeks to ease state grip on distribution

North Korea is pushing to give greater autonomy to its distribution sector, a senior Pyongyang official said, in what is seen as another sign of the communist country loosening its tight grip on the planned economy. In an interview with a monthly magazine published by the pro-Pyongyang General Association of Korean Residents in Japan (Chongryon), Oh Young-min, a director of the North's Ministry of Commerce, said the ministry will overhaul the way wholesalers distribute consumer goods."Wholesalers will offer information on all goods -- those manufactured under a government plan, surplus products and unplanned goods -- and deliver them after receiving orders from unspecified retail networks," Oh said in the June edition of the magazine obtained by Yonhap News Agency on Sunday. The ministry is drawing up a detailed plan to revolutionize the commerce and distribution network in order to meet the needs of the new century, the official said, adding that an order system should be implemented thoroughly in order to boost the efficiency of the distribution sector. In a planned socialist economy,

Bipolar disorder patients on the rise

By Lee Kyung-minThe number of bipolar disorder patients in their 20s increased by 26 percent in the past five years, according to the National Health Insurance Service Sunday.Bipolar disorder patients suffer from mood swings. They get hyper at one moment, and feel straight down the next. And the cycle repeats.Pent-up rage, stress, and anger could be all cause of the disorder, doctors said.Dysfunction in the brain or in the flow of hormones might cause the conditions, too.To treat this, taking pills under the prescription by doctors is the best way, they added. In 2007, 46,000 people were treated for the illness. After five years, in 2011, 12,000 were added to the list. The health care cost soared accordingly, by 40 percent, from 55 billion won ($4.8 million) to 77 billion won.The rapid increase was marked particularly by the people with jobs in their 20s, the result showed. The increase rate among them was twice as steep compared to that of people with jobs of all age.Women, more than men, were getting more prone to the condition, according to the result.

Canadians saw more UFOs than ever before, according to Huffington Post.In 2012, 1,981 sightings (compared to 986 in 2011) were reported, according to CBC News."It's something across the board," said Canadian science writer Chris Rutkowski, director of Ufology Research, who has compiled the Canada UFO report since 1989."People in Canada were actually looking up into the sky more [in 2012] than in previous years."CBC News acquired documents under the Canadian Access to Information Act, indicating that government no longer has an interest in investigating UFOs.Last year's UFO sightings were collected by civilian groups, who forward the information to Rutkowski."It is very easy to report online, anonymously, without any worry about judgment or retribution, so I think it is very likely people will be reporting things more often to civilian organizations," Rutkowski told CBC News. The types of UFOs reported throughout Canada include typically seen disc-shaped objects, large squares, triangular black craft, balls of fire and even objects shaped like guitar picks."Just because
