Murderer of disabled woman was guardian

It so happened that the person who killed a disabled woman in vengeance had run a facility where she stayed. This brought up the question of giving authorization to personnel in operating facilities for the disabled.

The 61-year-old Seong who is charged with the murder of the 38-year-old disabled woman was diagnosed as an alcoholic.

In 1992, he was placed under protective custody after he shot his son with an air rifle in 1992 and killed him.

However, he managed to receive an authorization for setting up a facility for the disabled in 1997 and this was where he first met with the woman.

While the facility was not licensed, it provided living for the disabled and received government funding.

Prior to killing the woman, he lashed out at a disabled man at the facility after heavy drinking and killed him.

Taking out his anger on the woman for testifying against him, he killed her and all of the other disabled people under his protection.
