Russian caught driving wrong way under influence of marijuana

A Russian was caught driving a car the wrong way under the influence of marijuana, police said Wednesday.

He was caught on a road in Juan-dong, Incheon, Sunday night. He told police he had smoked marijuana a day earlier.
