Prosecutors raided the office of POSCO Engineering & Construction Co. on Friday in connection with allegations of slush funds created by its executives and employees.Late last month, the construction arm of South Korea's top steelmaker POSCO said two executives and about 10 employees in charge of construction projects in Vietnam were reprimanded in July for operating illegal slush funds worth about 10 billion won (US$8.9 million).The money, which had been accumulated by exaggerating the amount the South Korean company needed to pay local subcontractors in Vietnam, was later given out as monthly rebates to contractors from 2009 to 2012, it said.During a parliamentary interpellation session on Feb. 26, Prime Minister Lee Wan-koo ordered a thorough investigation into the case. 검찰,포스코건설 압수수색…"100억대 해외비자금 조성"
'부정부패와의 전쟁' 선포 이후 첫 대기업 수사검찰이 13일 거액의 비자금을 조성했다는 의혹이 제기된 포스코건설을 압수수색하면서 본격 수사에 착수했다.
이번 수사는 지난달 검찰 정기인사로 진용을 새로 꾸린 서울중앙지검 특수부의 첫 기업수사다. 전날 이완구 국무총리가 대국민 담화에서 부정부패와의 전쟁을 선포한 직후 이뤄진 만큼 고강도 수사가 예상된다.
서울중앙지검 특수2부(조상준 부장검사)는 13일 오전 인천 송도에 있는 포스코건설 본사에 검사와 수사관들을 보내 해외 건설사업 관련 내부자료와 회계장부, 컴퓨터 하드디스크 등을 확보했다.
포스코건설은 베트남 지역 건설사업을 책임지던 임직원들이 현지 하도급 업체에 지급하는 대금을 부풀리는 방법으로 100억원대 비자금을 조성했다는 의혹을 받고 있다.
비자금은 2009년부터 2012년까지 현지 발주처에 리베이트로 지급된 것으로 전해졌다. 포스코건설은 지난해 자체 감사에서 이런 비리를 적발하고 징계조치했다.
검찰은 의혹이 제기된 임직원들의 금융거래내역을 분석하는 한편 회사 측의 감사자료를 확보할 것으로 알려졌다. 압수물 분석이 끝나는 대로 관련자들을 차례로 소환해 비자금의 정확한 규모와 구체적 사용처를 추궁할 방침이다.
검찰은 비자금이 회사 차원에서 조직적으로 조성됐거나 돈의 일부가 국내로 흘러들어왔을 가능성도 배제하지 않고 있다.
포스코는 지난해 국세청의 세무조사 이후 계열사들끼리 매출액을 부풀려준 혐의로 검찰에 고발된 상태다. 정준양 전 회장 시절 기업 인수합병 과정에서 특정 업체에 특혜를 줬다는 의혹도 제기된 상태여서 수사가 전방위로 확대될 가능성이 있다.
포스코건설 관계자는 '베트남 영업담당 임원들이 실적에 집착해 저지른 개인적 비리'라며 '회사가 조직적으로 비자금을 조성해 국내로 반입했다는 얘기는 소설'이라고 말했다. (연합뉴스)
