About 85 percent of hospitalized mentally disabled people were put into facilities without the consent of the patients themselves, the National Human Rights Commission said Wednesday.
According to its report, the patients have been confined in hospitals for an average of 267 days but most were not informed of their transfer to the institutions, which could be a human rights infringement.
"Not many people are aware that they too have the right to be respected in such a procedure," the commission said. It asked the administration to monitor for such activities.
The report was made after 32 months of research.
