Busan Metropolitan Government said Friday it has sent a letter to six foreignes-related organizations, including the U.S. Consulate in the port city, to seek their help in encouraging foreign nationals to abide by COVID-19 quarantine guidelines especially around local beaches.

부산시는 금요일 주부산 미국영사관을 비롯한 외국공관 등 6개 기관에 코로나19 방역지침 준수를 당부하는 서한을 보냈다고 발표했다.


The city government's move came in response to earlier quarantine rule violations on Haeundae Beach, May 29, when around 2,000 foreign nationals including U.S. service members here held parties there to celebrate U.S. Memorial Day with many of them not wearing face masks and violating social distancing rules.

부산시의 이번 조치는 앞서 지난 5월 29일 해운대해수욕장 방역수칙 위반에 따른 것으로, 주한 미군 등 약 2,000명의 외국인이 마스크를 쓰지 않고 사회적 거리두기 규정을 위반하고 미국 메모리얼데이를 기념하는 파티를 열었다.


In the letter, the city government conveyed concerns from local citizens about quarantine rule violations. It introduced specific details of the administrative order related to the prevention of virus transmissions at famous tourist locations in Busan such as Haeundae and Gwangalli beaches and Millak Waterside Park, and asked the organizations to encourage residents or tourists from their countries to abide by the quarantine regulations.

부산시는 이 서한에서 방역 수칙 위반에 대한 지역 시민들의 우려를 전달했다. 해운대·광안리해수욕장과 민락수변공원 등 부산의 유명 관광지에서의 바이러스 전파방지와 관련한 구체적인 행정명령 내용을 소개하고, 해당 기관에 자국 관광객이 방역수칙을 준수하도록 독려해달라고 요청했다.


The letter was sent before the start of summer vacation season, when many foreigners in Korea are expected to visit the port city, as well as before U.S.'s July 4 Independence Day holiday.

서한은 한국의 많은 외국인이 항구 도시 부산을 방문할 것으로 예상되는 여름 휴가철이 시작되기 전뿐만 아니라 미국의 7월 4일 독립기념일 연휴 전에 보내졌다.


Busan City also plans to have these guidelines posted on online communities of foreign residents in Busan in cooperation with the Busan Foundation for International Cooperation.

부산시는 이 지침을 부산국제교류재단과 공동으로 부산 거주 외국인 온라인 커뮤니티에도 게재할 계획이다.


According to the administrative order issued by Haeundae District on June 1, people not wearing masks are banned from entering Haeundae Beach, and gatherings of five or more people are also prohibited.

해운대구가 지난 6월 1일 내린 행정명령에 따르면 해운대 해수욕장에는 마스크미착용자의 입장이 통제되며 5인 이상의 모임도 금지된다.


Drinking and eating by two or more people is also prohibited from 7 p.m. to 2 a.m. on the beaches, and from 6 p.m. to 6 a.m. on Millak Waterfront Park.

또 2인 이상의 음주·취식 행위도 오후 7시부터 이튿날 오전 2시까지(민락수변공원의 경우 오후 6시~이튿날 오전 6시까지) 금지된다.


During the U.S. Memorial Day holiday at the end of May, some 2,000 foreigners held parties on the beaches, setting off fireworks, dancing and drinking until late into the night. Many of them were not wearing masks nor abiding by social distancing rules, and police received 38 complaints from local residents.

5월 말 미국 메모리얼데이에 2,000여 명의 외국인이 부산 해변에서 파티를 열어 밤늦게까지 폭죽을 터뜨리고 춤을 추며 술을 마셨다. 이들 중 상당수는 마스크를 착용하지 않았고 사회적 거리두기 규정을 지키지 않았다. 경찰은 지역 주민들로부터 38건의 민원을 접수했다.
