While Korean households are facing low economic growth and stagnant incomes as a new normal, their tax burden has been increasing steeply due to both extraordinary government spending on pandemic countermeasures and its overall expansion of social welfare policies.

한국의 가정들이 저성장과 소득정체 현상을 뉴노멀로 맞이하고 있는 가운데, 코로나19 방역 대책에 대한 정부의 확대 지출과 사회복지 정책의 전반적인 확장으로 인해 이들의 세금 부담이 가파르게 증가하고 있다.


Economists warn that the tax burden will only snowball for future generations, even after the pandemic, as the country is going through an unprecedented aging of its population.

경제 전문가들은 우리나라가 전례 없는 인구 고령화를 겪고 있기 때문에 코로나 대유행 이후에도 세금 부담은 미래 세대에 눈덩이처럼 불어날 것이라고 경고한다.


According to the Korea Economic Research Institute, a think tank under the Federation of Korean Industries, Koreans are seeing the steepest rise in their taxes among the Organization for Economic Cooperation and Development (OECD) member countries.

전국경제인연합회 산하 싱크탱크인 한국경제연구원에 따르면, 한국은 경제협력개발기구(OECD) 회원국 중에서 세금이 가장 가파르게 오르고 있다.


Total tax payments including social security contributions as a percentage of gross domestic product (GDP) recorded 27.4 percent in 2019, up 3.7 percentage points from 23.7 percent in 2015. The figure measures the overall tax burden on the people.

국내총생산(GDP) 대비 사회보장기여금이 더해진 조세총액은 2019년 27.4%를 기록해 2015년 23.7%에 비해 3.7%포인트 증가했다. 이는 국민의 전반적인 세금 부담을 측정한다.


The 27.4 percent tax-to-GDP ratio is still low compared to the OECD average of 33.8 percent. However, Korea's 3.7 percentage points jump is the steepest among its 37 member states, according to the think tank. It is more than seven times larger than the average 0.5 percentage points rise the other OECD members saw during the five-year period.

우리나라의 GDP 대비 국민부담률 27.4%는 OECD 평균인 33.8%에 비해 여전히 낮은 편이다. 하지만 한국의 3.7% 상승은 37개 회원국 중 가장 가파르다. 이는 다른 OECD 회원국들이 5년 동 안 보았던 평균 0.5% 상승보다 7배 이상 크다.


"During the past five years, the tax and social security contribution burden has increased too steeply. The figure for Korea surpassed those of the OECD's non-European member countries for the first time in 2018," said Choo Kwang-ho, director of the Research Coordination Department at the institute.

국회 기획재정위원회 소속 국민의힘 추경호 의원은 "지난 5년 동안 세금과 사회보장기여금 부담이 가파르게 증가했다. 한국이 2018년 처음으로 경제협력개발기구(OECD) 비유럽 회원국을 넘어섰다"고 말했다.
