South Korea's first female president Park Geun-hye took office on Monday in the shadow of two giants _ the first is the specter of a nuclear-armed North Korea and the second is the legacy of her father, former military dictator Park Chung-hee, CNN and the Associated Press said in their reports.

The daughter of the assassinated strongman of South Korea, Park, 61, was sworn into Seoul's presidential Blue House promising a conservative policy of "trustpolitik" with its volatile northern neighbor _ a concept that emphasizes what she has called "mutually binding expectations" between the two sides.

The policy stands in contrast to that of former President Lee Myung-bak, who demanded an end to Pyongyang's nuclear arms program as a condition of economic aid.

His hard line stance came under fire towards the end of his tenure for having achieved little, and for even having further strained relations between the two Koreas.

It's hoped that Park's softer carrot-and-stick approach will tease concessions from Pyongyang at a time when relations have reached an all-time nadir.

In 2010, the North shelled the South Korean island of Yeonpyeong leaving two marines and two civilians dead. Pyongyang claimed Seoul provoked the attack by holding a military drill off their shared coast in the Yellow Sea.

That same year, North Korea was also accused of sinking a South Korean warship, killing more than 40 sailors. The incidents caused widespread anger in the South.

"As one Korean proverb goes, one-handed applause is impossible. By the same token, peace between the two Koreas will not be possible without a combined effort," Park told Foreign Affairs magazine before winning December's elections.

"For more than half a century, North Korea has blatantly disregarded international norms. But even if Seoul must respond forcefully to Pyongyang's provocations, it must also remain open to new opportunities for improving relations between the two sides.

"Precisely because trust is at a low point these days, South Korea has a chance to rebuild it. In order to transform the Korean Peninsula from a zone of conflict into a zone of trust, South Korea should adopt a policy of "trustpolitik," establishing mutually binding expectations based on global norms."

Fiscally conservative and advocating tax cuts for business to boost investment and jobs, Park also has plans to restructure welfare programs and boost the country's flagging birth rate.

Regarded as a cold and somewhat distant figure, the 61-year-old president-elect is no stranger to politics and personal tragedy.

Although she was well-known in South Korean politics _ she was effectively the de facto first lady after North Korean agents killed her mother in 1974 _ Park only launched her political career in 1998.

In the wake of the disappointments of the 1997 Asian Financial Crisis, she took a seat in the National Assembly on a wave of nostalgia for her father who was assassinated in 1979. Park _ one of the founders of modern Korea who assumed power in a coup d'etat _ was shot by his own intelligence chief.

The memory of Park Chung-hee still divides South Korea _ some regard him as the cornerstone of South Korea's present prosperity, others as a dictator who ignored human rights and crushed dissent.

While she has apologized for human rights violations during his rule, Park has been criticized for not doing enough to distance herself from his legacy.


Park, who is unmarried, has won plaudits for being the first woman to win an election in a deeply patriarchal South Korea.

북한 핵실험 제재 정국…대화 여부 '주목'

미국 언론들은 24일(현지시간) 앞으로 5년간 '대한민국호(號)'를 지휘할 박근혜 대통령이 북한과 부친이라는 부담을 떠안고 임기를 시작하게 됐다고 지적했다.

    특히 지난해 대통령선거 기간 북한과의 대화를 주장했던 박 대통령이 북한의 최근 3차 핵실험 강행 이후 어떤 대북정책을 구사할지에 주목했다.

    CNN방송은 이날 '한국 최초의 여성대통령인 박 대통령은 '2개의 거대한 그림자(shadow of two giants)' 속에서 취임한다'면서 '첫 번째는 핵으로 무장한 북한의 망령이고, 두 번째는 부친 박정희의 유산'이라고 논평했다.

    블룸버그 통신도 '박 대통령의 성공은 부친의 그림자에서 벗어날 수 있느냐가 관건이 될 수 있다'면서 '또 북한의 핵실험으로 북한과의 대화 약속을 수정해야 하는 상황에 직면해 있다'고 지적했다.

    아울러 '박 대통령은 자신의 임기에 전시작전통제권 이양을 관리해야 하는데 선거기간에 군 복무기간을 단축하겠다는 공약을 내놔 (북한의) 위협에 대한 방어능력을 약화시킬 수 있다는 비판을 받고 있다'고도 전했다.

    통신은 아울러 '34년전 박 대통령은 청와대의 마지막 밤을 암살당한 아버지의 피묻은 셔츠를 씻는 것으로 보냈으나 이제 한국 최초의 여성 대통령으로 (청와대에) 복귀한다'고 소개하기도 했다.

    AP통신은 '박 대통령은 선거기간 대북 유화정책에 나서겠다고 약속했지만 한국 최초의 여성 대통령으로 취임하기도 전에 북한의 지하 핵실험으로 이런 공약은 시험대에 올랐다'고 보도했다.

    특히 '북한과 미국, 중국, 일본은 한결같이 '반공주의 독재자(anti-communist dictator)'의 딸인 박 대통령이 지난 5년간 한반도에 흘렀던 적대감을 완화하는 대화정책을 추구할지 아니면 이명박 전 대통령의 강경 노선을 유지할지에 촉각을 곤두세우고 있다'고 강조했다.

    AP통신은 그러면서 '박 대통령의 결단은 북한 핵무기 개발을 포기시키기 위해 미국을 비롯한 국제사회가 취할 수 있는 외교적 접근 방식의 큰 틀을 제공할 것이라는 점에서 중요하다'고 덧붙였다.

    한편 박 대통령의 공식 취임식 개최 시간이 미국 현지(워싱턴DC 등 동부 기준) 시간으로 일요일 늦은 밤과 월요일 새벽에 걸쳐 있어 정부나 의회 등의 축하성명은 다소 늦게 나올 것으로 예상됐다.
