Unionists are expected to join the management team of Seoul's two merged subway operators next year.
Seoul Metro and Seoul Metropolitan Rapid Transit Corp. will be merged to reduce their combined debts.
According to a tentative deal among the government, management and labor unions of the two groups, two labor union representatives will be part of a management council of about 30 members.
It will be the first time a state or municipal enterprise companies will have appointed workers as part of management.
The union members will participate in board meetings as non-executive directors, and have a say and a vote in personnel affairs and other management decisions.
The merged corporation will have 14,645 employees from the two companies 1,029 employees fewer than before.
The corporation will deal with personnel affairs separately for four years until the merger is stabilized.
The unions will vote for the tentative agreement on March-25-29.
Seoul Metro has been in charge of subway lines No. 1 through No.4 since 19994, while Seoul Metropolitan Rapid Transit Corp. has operated lines No. 5 through No. 8.
