President Park Geun-hye expressed clear opposition Monday to the idea of a constitutional amendment for power-sharing between her office and that of the Prime Minister's. This has emerged as a major issue in political circles, with President Park citing a possible degradation of state capability.

"As we now need to focus on revitalizing the sluggish local economy and improving people's livelihood, the National Assembly cannot turn its attention to the constitutional amendment and other issues," Park said.

"It may trigger another economic black hole," she added.

It is the second time for Park to oppose the constitutional amendment this year following her New Year press conference in January.

"2014 is running out and I urge the National Assembly to prioritize reviving the economy and resolving difficulties of the people in state affairs," Park said.

Public sentiment is also opposed to the immediate revision of the Constitution, a public survey showed Monday.

According to the local pollster Realmeter, more than 38 percent of adults surveyed on Thursday said a constitutional debate should begin no earlier than next year, compared with those who said the debate should begin this year accounting for 31.9 percent.

The survey, conducted on 500 adults nationwide, had a margin of error of plus or minus 4.4 percentage points.

박근혜 대통령은 6일 여의도 정치권 일각의 개헌 논의와 관련, '장기간 표류하던 국회가 정상화돼 이제 민생법안과 경제살리기에 주력해야 하는데 개헌 논의 등 다른 곳으로 국가역량을 분산시킬 경우 또 다른 경제 블랙홀을 유발시킬 수 있다'고 말했다.

박 대통령은 이날 청와대에서 주재한 수석비서관회의에서 '지금 우리에게는 그 어떤 것도 경제살리기에 우선할 수 없다. 경제회생의 '골든타임'이 얼마 남지 않았고 국민 안전과 공직사회 혁신 등 국가 대혁신 과제도 한시가 급한 상황'이라며 이같이 밝혔다.

박 대통령이 개헌에 대해 반대 입장을 밝힌 것은 올해 초 신년 기자회견 때에 이어 9개월 만으로, 최근 정치권에서 개헌 논의가 본격화할 조짐을 보이는 데 대해 확실한 '반대 메시지'를 보낸 것으로 해석된다.

박 대통령은 '이제 올해도 얼마 남지 않았다. 국회도 경제살리기와 국민의 어려움을 해결하는 것을 국정의 최우선 순위로 삼아서 함께 힘을 모아달라'고 당부했다.

국회 정상화와 세월호특별법에 대한 여야의 이달 말 처리 합의에 대해 '국가와 국민을 위해 다행스런 일', '의미 있게 생각한다'고 평가한 뒤 '이제 우리 모두 정치적 대립과 갈등에서 벗어나서 경제활성화와 민생중심의 정치로 돌아가야 한다고 생각한다'고 강조했다.

박 대통령은 이어 '경제살리기와 국가혁신을 위한 소중한 시간들이 흘러가고 있는데 아직도 경제활성화와 민생안정을 위한 주요 법안 상당수가 국회 상임위에 계류돼 있거나 논의조차 시작되지 않고 있다'며 시행시기가 정해져 있는 국민기초생활보장법 등에 대해 우선 처리를 주문했다.

특히 '김영란법'으로 불리는 부정청탁금지법과 관련, '지금 여야 양 정당에서 정치개혁, 정치혁신 이런 것을 하겠다고 하는데 김영란법이 통과됐을 때 진정한 개혁의 의지와 그 첫걸음을 보여주게 될 것'이라며 조속한 통과를 촉구했다.

박 대통령은 국가안전처 신설을 골자로 하는 정부조직법 개정안에 대해서도 '지난 6월 국회에 제출됐지만 4개월이 다 되도록 아직 심의조차 제대로 이뤄지지 않고 있어 정말 안타깝다'며 '언제 또 다른 사고가 발생해서 국민의 안전이 심각하게 위협받을지 모르는 만큼 국가안전시스템을 혁신하기 위한 정부조직법 개정안이 이번 10월 국회에서 반드시 통과될 수 있도록 협조를 부탁드린다'고 말했다.

박 대통령은 공공기관 개혁과 관련, '과거 정부가 초기에는 공공기관 개혁을 의욕적으로 추진하다 시간이 흐르면서 일관성과 개혁의지가 약화돼서 오히려 공기업의 확대와 부채 증가만 초래한 사례가 있었는데 이번 정부에서는 결코 그러한 일이 없을 것'이라고 밝혔다.

그러면서 '상당수 기관이 아직 방만 경영 개선을 완료하지 못하는 상황'이라며 '이번 (공공기관 정상화 계획에 따른 중점관리기관에 대한) 중간평가에서 우수사례를 발굴해서 아직 정상화 계획을 이행하지 못한 다른 기관으로 확산하고, 각 부처와 공공기관들이 모두 합심해서 연말까지 모든 공공기관이 완료할 수 있도록 꼭 해주기 바란다'고 당부했다. (연합뉴스)
