Yoon should restore democracy as promised
윤 당선인은 약속대로 민주주의를 회복해야 한다


President-elect Yoon Suk-yeol has reaffirmed his plan to eliminate the office of the senior presidential secretary for civil affairs. The office has been used to "control political opponents and conduct clandestine probes into civilians under the excuse of verifying personnel," Yoon said during a meeting with Ahn Cheol-soo, chairman of the presidential transition committee, Monday. He stressed the need to terminate the bad legacy of former presidents.
윤석열 대통령 당선인이 민정수석실 폐지 방침을 재확인했다. 윤 당선인은 이날 안철수 대통령직인수위원장과의 회동에서 청와대는 "정치적 반대 세력을 통제하고 인사 검증을 빌미로 민간인에 대한 은밀한 사찰을 해왔다"며 이같이 말했다. 그는 전직 대통령들의 나쁜 유산을 종식시킬 필요가 있다고 강조했다.


The office has been in charge of looking into possible corruption involving the president's relatives and high-ranking officials and vetting Cabinet nominees. It has also been overseeing law enforcement agencies such as the prosecution and police, the National Intelligence Service, the Board of Audit and Inspection, and the National Tax Service. However, the presidential office has been criticized for wielding excessive power arbitrarily without being checked by any independent government agency.
청와대 민정수석실은 대통령의 친인척과 고위 관료들이 연루된 부패 가능성을 조사하고 내각 후보자들을 검증하는 일을 맡아왔다. 검찰과 경찰, 국가정보원, 감사원, 국세청 등 권력 기관도 감독해 왔다. 이런 가운데 민정수석실은 어떤 정부 기관의 견제도 받지 않고 독단적으로 과도한 권력을 휘두른다는 비판을 받아왔다.


Abolishing the office is part of Yoon's campaign commitment to restrict "unlimited" presidential authority and prevent the abuse of power by the head of state. It demonstrates the president-elect's strong determination to do away with the bad legacies of emperor-like presidencies as seen in his predecessors including former President Park Geun-hye, who was impeached and ousted for corruption and influence-peddling. We welcome such a move as it is designed to fulfill Yoon's pledge to restore fairness, justice, the rule of law and democracy.
민정수석실을 폐지하는 것은 '무제한'의 대통령 권한을 제한하고 국가원수의 권력 남용을 막기 위한 윤 당선인의 선거 공약의 일부이다. 부패와 국정농단으로 탄핵과 축출을 당한 박근혜 전 대통령을 비롯한 역대 대통령들에게서 볼 수 있듯이 황제 권력 같은 대통령의 나쁜 유산을 없애겠다는 윤 당선인의 강한 의지를 보여주는 대목이다. 우리는 이러한 움직임이 공정성, 정의, 법치, 민주주의를 회복하기 위한 윤 당선인의 약속을 이행하기 위한 것이기에 환영한다.


Yoon has also vowed to appoint a special inspector charged with preventing corruption involving the president's family members and relatives as well as ranking officials. The post was introduced in 2014 under the Park administration, but has been left vacant since September 2016 under the Moon Jae-in government. The opposition People Power Party has called on Moon to fill the post to dig into alleged irregularities surrounding the presidential office.
윤 당선인은 또 대통령의 가족과 친인척은 물론 고위 공직자들이 연루된 부패를 방지할 목적으로 특별감찰관을 임명하겠다고 공언했다. 해당 직책은 박근혜정부 때인 2014년 도입됐지만 2016년 9월부터 문재인정부 내내 공석으로 남아 있다. 야당인 국민의힘은 청와대를 둘러싼 비리 의혹을 파헤치기 위해 문 대통령에게 그 자리를 채울 것을 요구해 왔다.


Yoon is expected to carry out a sweeping overhaul of the government's structure with a focus on turning the presidential office of Cheong Wa Dae into a smaller and less powerful institution. For this, he has reaffirmed his campaign promise to relocate the office to the Seoul Government Complex in Gwanghwamun, central Seoul.
윤 당선인은 청와대 비서실을 더 작고 덜 강력한 기관으로 바꾸는 데 초점을 맞춰 정부 조직의 전면적인 개편을 단행할 것으로 보인다. 이를 위해 그는 청와대를 서울 중심부인 광화문에 있는 정부서울청사로 이전하겠다는 선거 공약을 재확인했다.


We urge the transition committee to work out detailed measures to implement Yoon's promises in good faith. Yet, what is worrisome is that the prosecution will likely gain more authority in the process of restructuring government organizations. Yoon, a former prosecutor general, has already pledged to rid the justice minister of the right to command the prosecution in specific investigations. He has also vowed to reform the newly created Corruption Investigation Office for High-ranking Officials (CIO) to limit its investigative rights.
인수위가 윤 당선인의 공약을 성실하게 이행할 수 있도록 구체적인 방안을 마련할 것을 촉구한다. 그러나 우려스러운 것은 정부 조직 개편 과정에서 검찰이 더 많은 권한을 갖게 될 가능성이 높다는 점이다. 검찰총장 출신인 윤 당선인은 이미 특정 수사 등 법무부 장관에게 검찰 지휘권을 없애겠다고 공언한 바 있다. 그는 또 신설된 고위공직자비리수사처(CIO)를 개혁해 수사권을 제한하겠다고 공언했다.


This raises concerns over the possible concentration of law enforcement power with the prosecution, to the extent of the nation being called the "Republic of Prosecutors." The transition committee needs to prepare measures to strike a balance between the roles of the prosecution and the police. We hope the incoming administration will strengthen the rule of law in a balanced way so that the country can become a mature democracy.
'검찰공화국'으로 불릴 정도로 검찰에 사법권이 집중될 수 있다는 우려가 나온다. 인수위는 검찰과 경찰의 역할이 균형을 이룰 수 있는 방안을 마련해야 한다. 새 정부가 법치주의를 균형 있게 강화해 성숙한 민주주의로 거듭나기를 기대한다.
