Sexual violence victims info mandatory for govt assistance: Scarlet letters

Starting March, female victims of sexual and domestic violence will have to submit their personal information to a dedicated information database to seek the government’s assistance, inviting strong complaints.

The Ministry for Health and Welfare has already been operating the integrated computerized database for social welfare administration for one year. Under the new system, female victims of violence will be obliged to enter their information into the database to become eligible for welfare benefits.

The objective is to prevent abuse of the welfare system and to increase administrative transparency. However, the majority of women’s organizations are opposing the new system.

They claim that the personal data are very sensitive for female victims of sexual and domestic violence ― not simply "average" welfare recipients. It is a step backwards in terms of human rights, they say.

"Women will have to enter their personal information even if they only receive assistance for one day. Not only that, but those personal details will remain in the information network for a whole five years,” said a spokesman of a national association on protection services for domestic violence victims. “We are concerned that the information may leak, making them victims for a second time. This means that a growing number of women will not seek any help at all because of the fear that their private details may be exposed."

In a survey of female victims of crime carried out by MBC TV, 80 percent of respondents said they would be unwilling to release their personal data.

The Ministry of Gender Equality and Family dismissed these points as nonsense. "The network is an internal administrative network and is separate from the world wide web. Ordinary access to the network is fundamentally blocked,” a spokesman said. “It is safe because after five years, the personal records must be destroyed. This system has been in operation for the past year and the Ministry of Health and Welfare has had absolutely no problems with information leaks."

Netizens have been critical, posting comments such as "Why on earth does the state have to manage victims of sexual violence? I can't see who is going to benefit from this. Is it the state's job to administer a second death to those who have already been scarred?" "What? Are they asking for the information of victims of sexual violence … obviously they can't get their priorities right." "If they have the time to put scarlet letters on victims of sexual violence, then they should manage sexual crimes and think about assisting the victims instead."



女성폭력 피해자 개인정보 남겨야 지원: “주홍글씨”

다음 달부터 여성폭력피해자가 개인정보를 정부 전산망에 남기지 않으면 지원을 받을 수 없게 돼 논란이다.

가정 폭력이나 성폭력 등 폭력으로 인한 여성 피해자들의 신상정보를 통합•관리하려는 정부 방침에 따라 `사회복지통합관리망(사통망)`에 피해 여성들의 신상정보를 의무적으로 입력해야 한다.

복지기금의 중복•부정 지원 등의 불합리한 행정을 차단하고 투명하게 관리하겠다는 취지로 개발된 프로그램이지만, 대다수 여성 단체들이 반발하고 있다.

일반 사회복지 대상자가 아니라 성폭력 등의 피해 여성들에 대한 구체적 개인정보를 정부가 관리한다는 발상 자체가 인권 보호에 역행하는 것이라는 입장이다.

[전국가정폭력피해자 보호시설협의회]의 한 관계자는 "단 하루만 시설을 이용해도 개인 신상을 입력해야 하는 데다 그 기록이 5년이나 행정전산망에 남게 돼 있어 정보 유출leak에 따른 2차 피해가 우려된다"면서 "앞으로는 개인 신상 노출을 꺼려 아예 보호시설을 찾지 않는 피해 여성들도 늘어날 것"이라고 주장했다.

MBC 뉴스에서 여성 범죄 피해자를 대상으로 한 설문조사에서도 80%가 개인정보를 제공하기 싫다고 대답했다.

여가부는 이 같은 지적을 지나친 확대 해석이라고 일축하며 "사통망은 행정 내부망이어서 외부 인터넷망과 분리돼 일반의 접근이 원천적으로 차단된 데다, 개인정보는 5년이 지나면 파기하도록 의무화돼 있어 안전하다"면서 "이 시스템이 운영돼 온 지난 1년간 보건복지부 쪽에서도 정보유출 등의 문제는 전혀 없었다"고 밝혔다.

누리꾼들은 "도대체 왜 나라에서 성폭력 피해자를 관리한단 말인가? 누구를 위한 일인지 모르겠네. 상처받은 사람을 두 번 죽이는 게 국가가 해야 할 일인가?" "성폭력 피해자 정보 달라니.. 어떤 게 우선인지 모르는 거죠" "피해자들에게 주홍글씨 달 시간 있으면 성폭력범들 관리하고 피해여성 도와줄 생각이나 해라" 등 비난하는 모습이다.
