61 advisors join revolt against human rights agency chief

The unprecedented internal strife within the National Human Rights Commission reached a new level Monday as 61, about one-third of the 160 non-regular advisory staffers, offered to resign in protest of its Chairman Hyun Byung-chul, who they claim to be “politically biased.”

The unprecedented internal strife within the National Human Rights Commission reached a new level Monday as 61, about one-third of the 160 non-regular advisory staffers, offered to resign in protest of its Chairman Hyun Byung-chul, who they claim to be “politically biased.”

The commission is already suffering from rows of resignation and denouncements made by incumbent and former high ranking staffers. The latest collective revolt by the professional advisors and consultants, who were appointed by the commission, is expected to add further pressure on the beleaguered Chairman Hyun.

Kim Deok-jin, one of the advisors to the organization, said 10 of the 61 requested a meeting with the Chairman Hyun early in the morning but were rejected.

They also held a protest rally in front of the headquarters building to raise public attention to the issue.

“Since Hyun’s inauguration, the commission has been nothing more than a ‘yes man’ for the conservative Lee Myung-bak government in expressing the viewpoints on politically sensitive issues. Hyun is now violating the rights of the Human Rights Commission,” Kim said.

Among those who tendered letters of resignation are former environment minister Sohn Sook; Ven. Myeongjin, former head monk of Bongeun Temple; lawyer Kim Seong-su and others.

They asked for Hyun’s apology and resignation.

Their resignation comes after two standing commissioners and a non-standing commissioner offered to resign earlier this month in an effort to disapprove of Hyun. Several staff workers also publicly denounced his policies, raising tensions within the organization.

Hyun has been blamed for omitting thorny but significant issues dealing with the protection of human rights such as the prosecution’s investigation methods and the ban on nighttime rallies. These issues have been supported by many of the agency staff, but Hyun has allegedly prevented discussions on them.

However, Hyun is remaining silent to all the criticism and instead testified at the National Assembly last week that “everything is fine.”

인권위 위원 61명 위원장에 반기,사퇴

국가인권위원회가 위촉한 전문•자문•상담위원 등 61명이 대거 사퇴했다.

이들 위원은 15일 서울 중구 인권위 앞에서 기자회견을 열고 동반 사퇴서를 현병철 인권위원장에게 제출했다.

인권위는 상임위원과 비상임위원이 연쇄적으로 사퇴한 데 이어 인권위가 위촉한 전문, 자문, 상담위원 등 61명이 집단 사퇴를 단행해 설립 후 최대 위기를 맞았다.

회견에 참여한 위원들은 “현병철 위원장 취임 이후 인권위가 정권의 눈치를 보고 정부의 정책에 부담될 것 같은 사안들은 의견표명을 하지 않거나 기각하는 등 여러 문제가 있었다”고 비판했다.

인권위 자유권 전문위원인 천주교인권위원회 김덕진 사무국장은 “현 사태의 심각성을 국민에게 알리고자 인권위 위촉 위원들이 신중을 기해 어렵게 사퇴 결론을 내렸다”며 “자진 사퇴하는 61명을 대표해 10여명이 현 위원장과 면담에 나설 것”이라고 주장했다.

인권위는 지난 1일 유남영, 문경란 두 상임위원이 현 위원장 체제에 항의해 동반 사퇴했고 10일에는 조국 비상임위원이 뒤따라 사퇴하는 등 극심한 내부 진통을 겪고 있다.

이들은 현 위원장의 조속한 자진 사퇴와 인권위원장과 인권위원 임명 때 인사청문회 도입 등도 요구했다.
