Anti-Park lawmakers from the ruling Saenuri Party have succumbed to growing public calls to oust the scandal-hit President, joining forces with the opposition parties to vote for her impeachment Friday regardless of whether she announces her voluntary resignation or not.

They said the rival parties should still negotiate a roadmap for President Park Geun-hye's early resignation but if the efforts fall through, they will participate in an impeachment vote scheduled for Friday at the National Assembly.

The opposition bloc is adamant in starting the impeachment process by refusing to sit down for talks on Park's resignation.

The decision by the Saenuri Party's anti-Park faction is expected to give a boost to the opposition-led move toward impeachment.

It is now more likely that the impeachment motion, backed by 171 opposition and independent lawmakers, will be endorsed in the National Assembly. At least 28 votes are required from the ruling party to secure the two-thirds majority required in the 300-member legislature.

"We hope the rival parties reach an agreement on (Park's path) up to the last minute; but if they fail, regardless of Park's potential announcement on her position, we will participate in the vote," Rep. Hwang Young-cheul, a spokesman of an anti-Park group, told reporters.

The decision was made Sunday afternoon in a meeting of 29 lawmakers including former party leader Kim Moo-sung and ex-floor leader Yoo Seong-min.

When asked if participation means they will vote in favor, Hwang said, "Although it is the right of every single lawmaker to make their own decision, we will do our utmost to pass the impeachment bill."

The decision came amid increasing pressure to support the impeachment of President Park by the public after the largest-ever candlelit rally, Saturday, in which more than 2 million citizens assembled to demand her immediate resignation.

The anti-Park lawmakers were divided on how to respond to the opposition-led move to impeach the scandal-hit President.

Some lawmakers including former party leader Kim were cautious about impeachment, saying they will not participate in the vote "if Park accepts their call to step down by the end of April."

But others including Rep. Yoo insisted that "even if Park promises to step down by April, if the rival parties fail to agree on a timetable," they will still have to vote.

The latter's voice gained weight following the massive candlelit rally, according to party officials and lawmakers.

"If the impeachment motion is voted down because we did not cast a vote, the already aggravated public anger will shift toward us. The aftermath will be out of control," an anti-Park lawmaker said, noting a majority of the participants agreed on the point during the meeting.

After Park's announcement last week that left the timing and manner of her resignation in the hands of the National Assembly, they showed signs of breaking away from previous impeachment efforts, calling on the opposition to discuss the matter first.

They also demanded that the president step down by April and allow a presidential election in June in tune with Park loyalists, asking her to accept officially the timetable by 6 p.m. Wednesday, otherwise they will participate in the vote.

The stance, however, changed drastically following the massive rally where protesters expressed direct anger toward Park's hesitance toward resigning and the ruling party's roadmap.

Buoyed by public support at the rally, the opposition earlier strongly urged the Saenuri Party lawmakers to join forces with them.

"Anti-Park lawmakers should get off the fence and cast their vote in the impeachment process," said Ki Dong-min, the spokesman of the main opposition Democratic Party of Korea (DPK). "They have to choose either remaining as the President's accomplice or stand on the people's side."

Ko Yeon-ho, a spokesman of the minor opposition People's Party, said, "The Saenuri Party has to be part of a historic mission, taking responsibility for the paralysis gripping the country; otherwise, they will face fierce public protests."

The public has increased pressure on the anti-Park lawmakers, sending messages and emails to them. The Assemblymen have also received thousands of emails from a website that some citizens set up Friday.

The webpage, called "parkgeunhack.com," allows Internet users to find a lawmaker from their constituency and send an email requesting participation in the impeachment vote.

As of 11:00 p.m., more than 752,300 people had made a request. Rep. Kim Moo-sung, a de-facto leader of the anti-Park faction, received the most messages, about 5.2 percent.


Later in the day, the opposition parties welcomed the anti-Park lawmakers' decision and reaffirmed their plan to push ahead with the impeachment.

"It is a very sensible and natural consequence," DPK spokesman Ki said in a press briefing. "The rival parties should respect the public will and accordingly step jointly toward impeachment."

Meanwhile, pro-Park lawmakers seemed perplexed. "There's nothing to say," a senior loyalist said. "They just made their own decision after we gathered together and made Park's early resignation the party's official position, last Thursday."

박근혜 대통령에 대한 탄핵 디데이(D-day)를 닷새 앞두고 야권 대권주자들이 탄핵안 가결에 팔을 걷어붙이고 나섰다.

'촛불 민심'의 위력을 절감하고 있는 주자들로서는 야3당이 이끄는 탄핵열차에 단순히 편승하기 보다는 탄핵안 처리과정에서 톡톡히 역할을 해낼 필요성을 느끼고 있기 때문이다.

특히 탄핵안 가결은 곧바로 대선정국의 시작을 의미한다. 따라서 탄핵안을 가결하는 과정에서 어떤 존재감을 보여주느냐가 대선 초기구도에서 유리한 고지를 선점하는데 있어 중요한 변수가 될 수 있다는 분석이 나온다.

최근 이재명 성남시장의 지지율이 급상승하며 탄핵정국이 대권구도에 높은 유동성과 불확실성을 가져다주고 있다는 점이 여실히 증명된 상황이다.

또 탄핵안이 부결될 경우 야당 지도부뿐만 아니라 대선주자들도 일정부분 책임을 질 수밖에 없다는 점에서 절박감이 더욱 클 수 밖에 없다.

더불어민주당 문재인 전 대표는 남은 기간 전력투구를 하기 위해 이번 주말 이후 일정을 백지로 비워둔 채 행보를 고심하고 있다.

그만큼 남은 기간이 향후 야권은 물론 전체 정치권의 운명을 가를 수 있다는 판단 아래 최대한 치열하게 고민해 움직이겠다는 뜻이다.

문 전 대표 측 관계자는 '최대한 시민들을 만나는 것이 좋을지, 전체 정국을 살피면서 신중하게 움직이는 것이 좋을지 의견이 분분하다'면서도 '확실한 것은 탄핵안을 통과시키기 위해 그때그때 최선을 선택하겠다는 것'이라고 말했다.

일각에서는 문 전 대표가 앞서 국민의당 안철수 전 대표의 제안으로 모여 탄핵에 불씨를 댕겼던 '대선주자 8인 모임'을 주도적으로 재추진할 수 있다는 관측도 나온다.

문 전 대표는 전날 안 전 대표와 이 시장이 지난 주말 다녀갔던 광주에서 촛불집회에 참석해 야권의 '텃밭'인 호남에서의 구애 경쟁이 더욱 치열하게 전개되기도 했다.

안 전 대표는 일정을 최소화한 채 새누리당 비박(비박근혜)계 압박 등 탄핵안 가결을 위한 행보에 집중할 계획이다.

안 전 대표 측 관계자는 '지금부터 일주일이 야권의 가장 엄중한 시험 무대이자 대한민국의 미래를 위해 가장 중요한 기간이 될 것'이라며 '오롯이 국민이 바라는 해결방안 마련을 위해 역량을 다 쏟아붓겠다'고 말했다.

그러나 안 전 대표는 2일 탄핵론이 무산된 데 대한 후폭풍을 국민의당이 맞는 데 대해 고심이 깊은 표정이다.

안 전 대표 측은 '새누리당과의 연대설' 등의 괴담이 조직적으로 유포된다고 보고, 이를 불식시킬 대책을 부심하면서 탄핵 가결을 위해 새누리당 비박(비박근혜)계를 압박 수단을 강구하고 있다.

박원순 서울시장은 언론 인터뷰 등 다양한 계기를 통해 탄핵안 가결을 위한 야 3당 공조와 비박계의 동참을 호소할 예정이다.

박 시장은 5일에는 '국민권력시대, 어떻게 열 것인가' 시국 토론회에 발제자로 참석해 탄핵 정국 후 새로운 대한민국 만들기를 위한 청와대·재벌·검찰의 개혁방안에 관해 얘기할 예정이다.

탄핵 표결 후 정국의 상황에도 먼저 대비하겠다는 계획이다.

박 시장 측 관계자는 '촛불 민심을 업고 반드시 탄핵안을 가결하는 데 앞장설 것'이라고 말했다.

이재명 성남시장은 언론 인터뷰와 소셜네트워크서비스(SNS)를 통해 박 대통령이 즉각 퇴진해야 한다는 메시지를 간명하게 전달할 계획이다.

이 시장 측 관계자는 '철저히 대중 속으로 들어가 대중의 목소리를 듣고 행동하겠다'며 '시정 활동은 당연히 하는 것이고, 동시에 탄핵안 가결을 위한 메시지를 계속 낼 예정'이라고 말했다.

이 시장은 전날 광화문 촛불집회에 참석해 카페에서 시민들의 요청에 즉석연설을 하는 등 활발한 활동을 보였다.

안희정 충남지사는 언론 인터뷰 등 '공중전'을 통해 탄핵 가결을 위한 측면지원에 나설 계획이다.

안 지사 측 관계자는 '야 3당의 단결과 새누리당의 전향적인 자세를 촉구하는 데 목소리를 보태야 할 것'이라며 '각자 대선 활동을 한다기보다 주자들이 탄핵안 가결을 위해 총력을 다하는 한주가 돼야 할 것'이라고 강조했다.

안 지사는 이에 앞서 지난 2일 전남 화순을 방문해 강연하는 등 야권의 텃밭민심 잡기에도 신경을 쓰는 모습이다.

김부겸 의원은 '비박계 설득과 압박'에 주력한다는 계획이다.

김 의원은 이번 주 수시로 당 의원총회 등이 열리고 국회 일정이 긴박하게 돌아갈 가능성이 큰 만큼, 대부분의 시간을 여의도에서 보낼 것으로 보인다.

김 의원 측 관계자는 '의원 신분인 만큼 탄핵 정국에선 국회 상황에 집중하는 게 가장 중요하다'고 말했다.

손학규 전 민주당 대표 역시 이번 주 탄핵안 가결을 위해 힘을 보태는 데 집중할 계획이다.

손 전 대표는 6일에는 제주에서 북 콘서트를 갖고 탄핵이 성공한 이후 거국내각을 통한 개헌을 추진해야 한다는 입장을 재차 강조할 예정이다. (연합뉴스)
