The new head of the Korean Red Cross (KRC) is embroiled in another scandal after it was revealed she had not paid annual membership fees to the humanitarian body.

According to Rep. Kim Yong-ik of the main opposition New Politics Alliance for Democracy (NPAD) on Wednesday, Kim Sung-joo, owner of the fashion company MCM, had not paid her Red Cross membership dues for five years. She was appointed to head the non-profit organization last week.

The KRC fee, used to support such activities as blood service and aid projects for North Korea, is suggested for members between the ages of 20 and 69. A business owner like Kim is expected to pay 30,000 won ($28) a year.

The fee is not mandatory, but Kim's non-payment could be construed as a sign that she had no interest in the KRC's projects before her appointment.

"It is questionable how she will encourage people to pay their dues, when she did not," Rep. Kim of the NPAD said, calling for Kim Sung-joo's resignation.

In response, Kim paid 1 million won to the KRC later in the day as part of a special fee meant to include the five years' worth of unpaid dues.

In addition, the NPAD lawmaker criticized the KRC's selection procedure, saying its officials just said "yes" to President Park Geun-hye's appointee.

"The KRC central committee meeting recommended Kim as a lone candidate and selected its president within just 11 minutes," he said.

However, the KRC denied that was the case, saying it had followed appropriate steps.

"Kim donated goods worth 80 million won to the KRC in 2012," a KRC official said. "The central committee chose Kim for the post after considering her insight and active social contributions."

When President Park chose Kim as the KRC's 28th chief last week, the decision created controversy, including speculation that Park was rewarding Kim for her help in the 2012 presidential campaign.

Kim has no experience in the non-profit world.

She will begin her three-year term as KRC president on Oct. 8.

대한적십자사 총재로 선출된 김성주(57·여) 성주그룹 회장이 5년간 적십자 회비를 내지 않은 것으로 나타났다.

국회 보건복지위원회 소속 김용익 의원(새정치민주연합)은 1일 '김성주 후보자는 적십자 회비 납부조회가 가능한 최근 5년간 단 한번도 적십자 회비를 내지 않은 것으로 드러났다'고 밝혔다.

일반 사업자로 분류된 김 선출자의 적십자 회비는 1년에 3만원씩, 5년간 총 15만원이다.

김 의원은 '기업을 하면서 적십자 활동에 아무 관심이 없어 회비도 내지 않은 총재가 어떻게 국민을 상대로 회비 납부를 독려할 수 있을지 의문'이라며 사퇴를 촉구했다.

'중앙위원회에서 김 선출자를 단수로 추천하고 단 11분 만에 총재를 결정했다'며 '대선공신 낙하산 인사에 대해 적십자사 중앙위원회가 거수기 노릇을 충실하게 한 것'이라고 주장했다.

김 선출자는 이런 사실이 논란이 되자 이날 5년간 회비를 포함해 총 100만원의 특별 회비를 적십자사에 냈다.

한적 관계자는 '김 선출자는 2012년 외환은행 나눔재단을 통해 적십자사에 8천만원 상당의 물품을 기부하는 등 노블레스 오블리주를 실천하고 있다'며 '적십자사 중앙위원회는 김 선출자의 이런 활동과 식견을 인정해 총재로 선출했다'고 말했다. (연합뉴스)
