The government's two-track diplomacy of separating its national security and economic interests is raising some serious questions on its efficacy, after Seoul experienced some negative consequences in recent weeks that seem to be byproducts of the ongoing diplomatic row between the U.S. and China.
최근 몇 주간 정부가 미국과 중국 사이의 계속되는 외교 분쟁의 부산물로 보이는 부정적인 결과를 경험한 후 국가 안보와 경제적 이익을 구분하려는 정부의 투트랙 외교의 효과에 대해 심각한 의문이 제기되고 있다.
So far, the government has engaged in a "balancing act" between the two superpowers ― standing as an ally of the U.S. on security matters, while partnering with China for economic reasons.
지금까지 정부는 두 초강대국 사이에서 중국과 경제적 이유로 협력하면서도 미국과 안보 문제에 대해 동맹국으로서 ‘균형 잡기' 역할을 해왔다.
However, experts say the U.S.-China conflict is now blurring the line between national security and the economy, making Korea's conventional strategy outdated.
하지만 미중 갈등이 안보와 경제 사이의 경계가 모호해지고 있으며, 이에 한국의 기존 전략을 쓸모 없게 되었다는 것이 전문가들의 입장이다.
In recent weeks, Korea has been suffering from a nationwide shortage of diesel exhaust fluid (DEF), an additive used in diesel engines to reduce emissions.
최근 몇 주 동안 한국은 배기가스를 줄이기 위해 디젤 엔진에 사용되는 디젤배기유체(요소수) 부족으로 전국이 몸살을 앓고 있다.
The shortage is largely attributable to a row between the U.S. and China that also involved Australia.
이 부족 현상은 호주 또한 연루된 미국과 중국 간의 마찰에 크게 기인한다.
After China banned coal imports from Australia, a strong ally of Washington, it created a sudden shortage of coal that it uses for domestic power generation.
중국이 미국의 최우방국인 호주의 석탄 수입을 금지한 이후 국내 전력 생산에 사용되는 석탄이 갑자기 부족해졌다.
To address this Beijing restricted the use of coal for any other purpose, affecting coal-related exports that included urea, a byproduct of burning the fossil fuel and the main constituent of DEF.
이 문제를 해결하기 위해 베이징은 다른 어떤 목적으로 석탄을 사용하는 것을 제한했는데, 이는 화석 연료 연소의 부산물이자 디젤배기유체의 주 구성 성분인 요소를 포함한 석탄 관련 수출품에 영향을 끼치고 있다.
Korea's inventory of DEF, also called "urea water," plunged because the country heavily relies on China for imports of urea.
한국에서 ‘요소수'라고 불리는 디젤배기유체 재고가 급감한 것은 한국이 요소 수입을 중국에 크게 의존하고 있기 때문이다.
Though the government managed to come up with a stopgap measure by getting China to comply with contractual agreements to export 18,700 tons of urea to Korea, Wednesday, there is the chance of further unexpected issues arising.
지난 수요일 정부는 중국이 한국에 18,700톤의 요소를 수출하기로 한 계약상 협정을 준수할 것을 요구해 미봉책을 가까스로 마련했음에도 예상치 못한 추가적인 문제가 더 불거질 가능성이 있다.
