Seoul councilor arrested for commissioning murder

Seoul City councilor Kim Hyeong-sik has been arrested on suspicion of abetting the murder of a creditor, police said Sunday.

Kim, 44, allegedly told a friend to kill the creditor, identified as Song, 67, to whom he owed 500 million won ($493,000). The friend, surnamed Paeng, allegedly murdered Song at an office building the latter owned in Gangseo-gu, western Seoul, just past midnight on March 3.

According to Gangseo police, Paeng, who was also arrested, was Kim's close friend, but he owed Kim 70 million won. Paeng told police he killed Song because Kim promised to write off his debt.

Kim left the main opposition New Politics Alliance for Democracy after being detained on June 24, police said. Kim will lose his seat if convicted.

The councilor was re-elected at the June 4 local elections.

Paeng fled to China immediately after killing Song, police said. They later asked Interpol to help find him. Chinese police detained him in Shenyang on May 22, and he was extradited to Korea this month.

Police said they arrested Kim at his home, and that he did not resist.

Kim has denied commissioning the murder, police said, but Paeng has admitted to killing Song.

Kim reportedly borrowed the money from Song, said to be a millionaire, between 2011 and 2012. Song repeatedly asked Kim to repay the money, but he failed to do so.

As the councilor was preparing his re-election bid, Song threatened to prevent him winning. Kim then asked his friend to kill him, according to police.

Kim and Paeng reportedly used phones acquired under fake names to set up the murder. After murdering Song, Paeng burned his clothes and threw away a hammer he used.

After Paeng was arrested in China, he contacted Kim, who allegedly told him to commit suicide.

Paeng tried to kill himself several times while in Chinese custody, police said.

경찰, '강서구 재력가 살인사건' 주범 시의원 구속

서울 강서구 내발산동에서 지난 3월 발생한 '재력가 살인사건'은 빚 독촉에 시달린 현직 시의원이 친구에게 살해를 사주해 벌였다는 경찰의 수사 결과가 나왔다.

서울 강서경찰서는 채무 관계에 있는 수천억대 재력가 송모(67)씨를 살해하도록 사주한 혐의(살인교사)로 서울시의회 의원 김모(44)씨를 구속했다고 29일 밝혔다.

김씨는 새정치민주연합 후보로 6·4 지방선거에 출마해 재선됐으나 경찰에 체포된뒤 탈당해 현재는 무소속 상태다. 

경찰은 또 김씨의 사주를 받아 송씨를 살해한 팽모(44)씨도 구속했다.

경찰에 따르면 김씨는 송씨로부터 '빌려준 돈을 빨리 갚지 않으면 6·4지방선거에 출마하지 못하게 만들겠다'는 압박을 받자 팽씨에게 송씨를 살해하라고 사주한 혐의를 받고 있다.

팽씨는 지난 3월 3일 오전 0시 40분께 강서구 내발산동의 송씨 소유 건물에서 송씨의 머리 등을 둔기로 수십차례 때려 숨지게 한 혐의를 받고있다.

김씨는 2010∼2011년 송씨에게서 여러 차례에 걸쳐 총 5억여원을 빌렸고, 2012년 말께 빚 독촉을 받기 시작한 것으로 경찰은 보고 있다.

6·4지방선거 재선을 준비하던 김씨는 송씨가 '선거에서 낙선시키겠다'며 압박 수위를 높이자 10년 지기 친구인 팽씨에게 송씨를 죽여달라고 부탁했다고 경찰은 밝혔다.

팽씨는 경찰 조사에서 사업을 하면서 김씨에게 7천만원 가량 빚을 졌는데 김씨가 이를 탕감해주겠다면서 범행을 부추겼다고 진술했다.

경찰은 도주경로 분석과 탐문수사 등을 통해 팽씨를 살해 피의자로 특정한 데 이어 팽씨의 진술과 송씨 사무실에서 발견된 김씨 명의의 5억여원짜리 차용증을 토대로 김씨를 살인교사 피의자로 특정했다.

팽씨는 범행 3일 뒤 중국으로 도피했다가 두 달여만인 5월 22일 선양에서 중국 공안에 의해 체포됐다. 

경찰은 팽씨의 신병을 지난 24일 넘겨받은 데 이어 강서구 소재 자택에서 김씨를 검거했다.

김씨는 '차용증은 술에 취한 상태에서 송씨가 써달라고 해서 써준 것이지 실제 돈을 빌린 적이 없다. 팽씨가 내게 빌려간 돈을 갚아야 해 송씨를 상대로 강도질한 것'이라며 범행 일체를 부인하는 것으로 전해졌다.

경찰 관계자는 '팽씨의 진술이 구체적이고 일관된데다 김씨의 도장이 찍힌 차용증이 발견됐기 때문에 혐의가 충분히 입증됐다'며 '다른 관련자가 있는지 추가 수사 후 이들을 검찰에 송치할 예정'이라고 말했다. (연합뉴스)
