5,810-ton City Hall building buttressed by 136 piles in remodeling

The City Hall main building located in central Seoul is currently under major remodeling. The ultimate goal of this construction is to supplement four more basement levels to secure enough space for various cultural activities facilities and a library.

The construction process is not simple. The easiest way to remodel would be tearing down the whole building and constructing a new one. Unfortunately, such method cannot be applied since the main building was appointed as a cultural asset in 2003. Thus, a special method of engineering should be used.

“It is called underground space extension method. This allows the original structure remains untouched but lifted by ramming supporting piles underground and thus creating enough space for the basement work,” a city official explained, Sunday. “It is the first time such a method has ever been applied for construction in Korea.”

The work began last September. First, 136 piles, each of them can support 90 tons, were rammed under the building. Next, 70 hydraulic jacks, tools using pressure for lifting, were placed on the top of the piles and these successfully handled lifting the 5,810-ton building.

To avoid the damage to the structure, a computer system was installed to automatically detect any impact and change of weight and position in 1kg unit. For instance, if the building sinks more than 3 mm down, it would be automatically detected and lifted up right away by the hydraulic jacks.

A city official said that the construction costs a total of 64.1 billion won, of which 5.1 billion won was spent on piles and hydraulic jacks.

“This underground space extension method requires a high cost and
a quite amount of effort, but it is a practical way to maintain an original building with increasing its efficiency,” said Kim Young-geun, a city official who is in charge of the remodeling project.

All the foundation of the building was removed last January. The underground has been dug to 18 meters. The bracing will be completed by the end of September, with the underground dug deep to 23 meters.

The four-story Seoul City Hall main building will be reopened with new creation of four basement levels in May, 2012. Equipped with a family library, book café, a reference room, a seminar room, a cultural activity room and so on, the new city hall will be reborn as a multiplex library.




지지파일 136개 박아 5810t 건물 지탱시켜

리모델링 공사 중인 서울시청사 본관 건물을 그대로 둔 채 지하공간을 개발하기 위해 건물을 공중에 띄우는 특수 공법이 국내 최초로 적용됐다. 현재 지하층이 없는 본관 건물 아래에 지하 4개 층을 새로 만들기 위해서다. 서울시는 29일 "시청사 본관 건물을 허물지 않고 지하공간을 확보하기 위해, 건물 밑에 지지 파일을 세우고 건물을 띄워둔 채 땅을 파내서 지하공간 공사를 하는 '뜬구조 공법(Underground Space Extension Method)' 방식으로 공사 중"이라며 "이 방식을 적용한 것은 국내 최초"라고 말했다.

서울시청사 본관 건물은 지난 2003년 문화재로 등록돼 허물고 새로 지을 수 없지만, 리모델링 공사 후 도서관 및 다양한 문화공간을 들이기 위해서는 지하공간을 만들어 추가 면적을 확보할 필요가 있었다. 본관 공사는 지난해 9월 시작돼 건물 밑에 한 개당 90t을 견딜 수 있는 지지 파일 136개를 땅에 박고 그 위에 유압잭(압력으로 건물을 들어 올리는 장치) 70개를 설치해 5810t 규모의 본관 건물을 들어 올렸다.

지난 1월 건물 기초부분 철거를 끝낸 후 현재 지하 18m까지 터파기 공사를 진행하고 있으며, 다음 달이면 지하 4층 깊이의 23m까지 터파기와 보강재 설치를 마무리할 계획이다. 본관 건물은 공사 중 손상되지 않도록 1㎏ 단위의 충격과 무게, 위치변화까지 컴퓨터로 자동측정되고 있으며, 3㎜ 이상 내려오면 자동 측정돼 유압잭으로 즉시 원래 높이로 들어 올려지도록 했다.

서울시는 "본관 리모델링 총비용 641억원 중 파일·유압잭 설치 등 뜬구조 공사를 위해 53억원이 들어갔다"고 밝혔다. 청사 본관은 2012년 5월 지상 4층, 지하 4층 규모의 가족 도서관과 북카페, 개방형 주제자료실, 세미나실, 도시문화관 등을 갖춘 복합도서관으로 개방될 예정이다. 서울시 김영근 신청사담당관은 "뜬구조 공법은 기존 건물을 헐고 새 건물을 짓는 것보다 비용과 노력이 많이 들지만 문화재를 보존하면서도 건물의 활용가치를 높일 수 있는 공법"이라고 말했다.
