Chinese netizens blame Korea for Coast Guard homicide

More than 80 percent of Chinese Internet poll participants said that Korea was responsible for the Dec. 12 killing of a Korean coastguard by a Chinese skipper illegally fishing in Korean waters.

Popular Chinese portal qq.com launched an online survey Tuesday asking netizens who should primary be responsible for the incident, according to Yonhap News Agency of Korea.

As of Tuesday morning, 10,427 people, or 81 percent of participants, voted that the Korean Coast Guard was responsible, showing Chinese netizens’ sympathetic attitude toward their own fishermen.

Meanwhile, 2,447 people, or 19 percent, responded that the Chinese fishermen were responsible.

The Chinese believe that the South Korean coastguard used “excessive violence” that elicited a violent response from the fishermen involved.

The Chinese daily Global Times said that South Korea has adopted a one-sided rhetoric regarding the incident, with not enough evidence or facts surrounding the stabbing of two coastguards, one of whom has died.

This is consistent with the reserved attitude of the Chinese Ministry of Foreign Affairs, whose spokesman Liu Min said in a briefing that they are “watching reports while investigations are ongoing.”

The Global Times cited a fishing industry expert as saying that “evidence is hard to come by for such maritime disputes. If there is no video or photographic evidence, the facts are hard to prove.”

The paper further said that Korea’s harsh sanctions against illegal fishing were inciting violent and impulsive responses from Chinese fishermen and introduced one fisherman’s experience fighting with Korean coastguards.

“They were chasing me, so I obviously resisted. We are just ordinary fishermen trying to avoid paying some 300,000 yuan (5.5 million won). We don’t have intentions to hurt people,” said the fisherman, who lives in Shandong Province on the eastern coast of China facing the Korean peninsula.

Most other Chinese media outlets have refrained from commenting on the incident, however, and are only reporting known facts.

불법 조업을 하던 중국 어민이 한국 경찰을 살해한 사건을 놓고 중국 누리꾼 80% 이상이 이번 사건의 책임이 한국에 있다고 답해 한국인들과 극명한 인식 차이를 보였다. 중국의 대표적 포털 사이트 큐큐닷컴은 13일 중국 어민의 한국 해경 살해 사건에 관한 긴급 온라인 설문 조사를 시작했다. 오전 10시30분(현지시간) 현재 '이번 사건의 주된 책임이 누구에게 있다고 보느냐'는 질문에 81%인 1만427명이 '한국 경찰'을 꼽았고, 19%에 해당하는 2천447명만이 '중국 어민'이라고 답했다. 이런 조사 결과는 자국 어민에 대한 동정적 태도가 반영된 것으로 풀이된다. 실제로 관영 매체의 논리에 익숙한 많은 중국인은 한국이 불법 어선을 단속하는 과정에서 '과도한 폭력'을 행사해 어민의 저항을 불러일으키고 있다는 인식을 하고 있다. 이런 가운데 과격한 민족주의 성향을 보이는 환구시보(環球時報)는 이날 "한국이 일방적인 소식을 발표했을 뿐 사건의 진상을 밝힐 증거가 충분하지 않다"고 주장했다. 이는 전날 외교부 류웨이민(劉爲民) 대변인이 정례 브리핑에서 "관련 보도에 주의하고 있으며 상황을 알아보고 있다"며 유보적 태도를 보인 것과 일맥상통하는 것이다. 환구시보는 한 어업전문가의 말을 인용해 "해상 분쟁 사건은 증거 확보가 쉽지 않다"며 "어느 한 쪽이 완전한 영상이나 사진을 갖고 있지 않다면 진상을 명확히 밝히기 어렵다"고 주장했다. 이 신문은 이어 "한국이 중국 어민의 불법 어로에 대한 처벌을 강화하면서 어민들의 폭력 대응 충동을 자극하고 있다"며 한국 경찰과 싸워본 적이 있다는 한 어민의 발언을 소개했다. 산둥성에 사는 이 어민은 "나를 잡으러 오는데 당연히 저항할 수밖에 없다"며 "보통의 어민인 우리는 누구를 다치게 하려는 게 아니라 30만∼40만위안의 벌금을 내지 않으려고 도망가고 싶었을 뿐"이라고 말했다. 그러나 환구시보 같은 일부 예외를 제외하면 중국 매체들은 대체로 논평을 삼가고 이번 사건을 사실 위주로 보도하고 있다. 큐큐닷컴은 이번 사건을 조명하는 별도의 특집 코너를 마련해 "중국 어선의 불법 조업이 이번 비극을 일으켰을 가능성이 크다는 점에서 한국은 합법적 권리를 침해당한 피해자"라며 "억지로 폭력 법 집행을 주장하는 것은 의미가 없다"고 지적했다.
