Culture, Sports & Tourism Minister Kim Jong-deok denied at a press conference Thursday allegations that two sports officials were transferred last year after President Park Geun-hye gave a direct order to replace them in favor of one of her former aides.
The person in question, Jeong Yun-hoe, 59, is accused of involvement in the sudden transfer of two high-ranking sports officials after they acted against his interests during an audit conducted of the Korea Equestrian Federation.
Minister Kim was appointed to the office in August and the human resources transfers happened last year under then-Minister Yoo Jin-ryong. The press conference was originally supposed to announce the Ministry of Culture, Sports and Tourism (MCST)'s policy and budget for next year on the occasion of it being 100 days since Kim's inauguration, but focus centered on the aftermath of the Jeong scandal.
"The rumor that Cheong Wa Dae intervened in a personnel transfer of the MCST is without foundation. It was not an unprecedented transfer, but done to improve work efficiency," said the minister.
"Though I have no idea why my predecessor Yoo made such a decision, personnel matters are at the minister's sole discretion. I don't document reasons for every reshuffle of senior officials and neither did Yoo."
The minister added that the audit of the equestrian federation was questioned by Rep. An Min-suk of the main opposition New Politics Alliance for Democracy in April and it was a part of probe into sports-related federations after a corruption scandal broke out in the Korea Taekwondo Association.
In terms of personnel matters, currently a few of the MCST's affiliated organizations have vacancies in directorial positions.
Minister Kim said, "The appointment is delayed, not because Cheong Wa Dae interfered in personnel matters, but because it takes time to find the right person."
Kim added that he will name chiefs of the Korean Film Council and the Korea Media Rating Board within the year.
