Growing call for drug legalization in Mexico

Former Mexican President Vicente Fox has urged the country to consider legalizing drugs to reduce the power of cartels, reports said Tuesday.

Arguing that prohibition has failed to curb rising drug-related violence and corruption, Fox said that legalization could be a strategy to undermine a major source of income for the cartels.

President Felipe Calderon also said last week he will consider a debate on the issue as more than 28,000 people have been killed in drug violence since he launched a crackdown on cartels in 2006.

"It's a fundamental debate in which I think, first of all, you must allow a democratic plurality of opinions," said the incumbent President, who has personally opposed the idea. "You have to analyze carefully the pros and cons and the key arguments on both sides."

Fox, who served as president from 2000 to 2006, expressed support for the U.S.-led campaign “War on Drugs.” But he wrote on his blog that the cost of the war had been enormous for Mexico.

"We should consider legalizing the production, sale and distribution of drugs," he wrote. "Radical prohibition strategies have never worked."

However, Fox said, "Legalization does not mean that drugs are good."

But it seems like President Calderon is still against the idea as he said Sunday the legalization would also make drugs much cheaper, leading “millions and millions” more people to take drugs.

Calderon said he will continue the military-led campaign to curb drug-related violence.

"When Colombia decided to confront the criminals with determination, crime began to retreat and the state began to win," he said.

멕시코 '마약합법화' 논의 급부상

'마약과의 전쟁'으로 인명피해가 속출하고 있는 멕시코에서 '마약 합법화' 논의가 급부상하고 있다.

펠리페 칼데론 대통령이 일주일 전 한 간담회에서 마약 합법화 방안을 신중히 고려할 것이라고 언급한 이후 비센테 폭스 전 대통령이 마약 합법화를 전면 주장하며 논의가 급물살을 타고 있다.

폭스 전 대통령은 최근 자신의 블로그에 올린 글에서 "먀약 생산과 분배, 판매의 합법화를 신중히 고려해야 한다"며 "(마약을) 전면 중단하는 조치로는 절대 성공을 거둘 수 없다"고 강조했다.

그러면서 그는 "마약 합법화가 마약이 좋고, 이를 소비하는 사람에게 해가 되지 않는 다는 것을 의미하지는 않는다"며 "갱단들이 마약거래로 이득을 얻고 그 과정에서 부패와 갱단 권력이 강해지는 카르텔 구조를 깨는 전략으로 봐야 한다"고 주장했다.

칼데론 정부가 3년반 동안 밀어붙여 온 '마약과의 전쟁'으로는 막대한 국민 피해를 내고 갱단의 힘만 강화시킬 뿐 별다른 효용이 없다는 게 그의 주장의 핵심이다.

그는 마약 합법화 이후 마약 중독자를 줄이고 중독자 치료시설을 위한 재정을 마련키 위해 마약 판매에 세금을 매길 수 있다고 주장 했다고 AP통신이 9일 전했다.

그는 마약과의 전쟁으로 폭력이 기승을 부리면서 국가 이미지와 경제 활동이 큰 타격을 입었다며 "특히 관광업과 외국인투자 분야의 피해가 크다"고 정부에 정책실패에 대한 책임을 묻기도 했다.

폭스 전 대통령은 "정부의 첫번째 책임은 국민안전과 재산을 보호하는 일이다. 우리는 운이 좋지 못하게도 멕시코 정부가 이런 책임을 다하지 못하고 있는 것을 보고 있다"며 정부에 직격탄을 날렸다.

하지만 폭스 전 대통령의 날선 비판에도 칼데론 정부의 마약정책이 변화할 가능성은 낮아 보인다.

칼데론 대통령은 마약 합법화 방안에 관한 논의의 장은 열어 놓으면서도 정작 본인은 마약에 반대한다는 입장을 고수하고 있기 때문이다.
