Choe Ryong-hae
North Korean leader Kim Jong-un will soon send Choe Ryong-hae, a top communist party official, to Russia as his special envoy, Pyongyang's state media reported Friday amid reports that Pyongyang is increasingly trying to reach out to Moscow.
Choe, the Workers' Party of Korea secretary, will travel there "in the near future" as Kim's special envoy, according to the Korean Central News Agency (KCNA).
It did not specify the timing of his trip, however.
Speculation has grown that North Korea's ties with China are not like before and Pyongyang has instead sought to improve ties with Moscow. (Yonhap)
