Ray-Ban, Oakley receive most complaints among direct buys

Direct online purchases are gaining popularity but a watchdog says that users should be aware of associated risks, including difficulties in obtaining refunds or exchanges of items, among others.

“Some shopping malls offer 80 to 90 percent discounts,” said an official from The Seoul Electronic Commerce Center. “It is safe to suspect that these deals are fraudulent.”

The official said that such shopping malls will soon be closed, making it impossible for them to exchange products or a refund.

“Ray-Ban and Oakley sunglasses are the most complained-about brands.”

“Many overseas purchases are made because people feel it’s cheaper than buying the same items in Korea, with tax and delivery costs all included. But if they do not like the items, then, it is almost useless and remains a waste of time and money, only causing frustration. This is especially true regarding purchases of shoes and clothes,” the official said.

The number of customer complaints filed with the center regarding online purchases is increasing fast. The number for the first half year was 663, up 31 percent from a year ago at 508.

As for the reason of complaint, some 40 percent said the purchased items were not allowed for a refund.

Almost a third of the cases, 30 percent, were about the closure of web sites.

Some 23 percent cited delayed delivery time.

The problem is the overseas sellers are not subject to Korean laws.

“In cases of the overseas web site closing down, there is no way for the government to help. Use the sites that are well-known and has a specified return and exchange policy. Individual consumer discretion is crucial when making overseas purchase,” the official said.

Regarding the problem, the Korea Customer Agency gave three tips when making direct purchases overseas.

First, be thorough in converted size measurement, since clothes and shoes are useless if they don’t fit.

Second, avoid sites that ask for cash payments ― using a credit card is a better way to ensure a safer transaction.

Third, if the package was delivered damaged, take a picture before opening the box, as a proof for damage claim.
