Child molestation committed while clear-headed

A recent finding has showed that in seven out of 10 cases of child molestation, the culprits are not under the influence of alcohol, that is to say they were clear-headed when they committed the heinous crimes.

According to a report by Rep. Jin Young of the ruling Saenuri Party, published under the title of “Mental state when committing sexual assault and rape,” a total of 1,856 children and youths were victimized since 2007 and 71.7 percent of the assailants admitted to being clear-headed.

Citing the report, the National Police Agency said those who committed the crimes under the influence of alcohol totaled 507 or 27.3 percent.

In the case of sex crimes against adults, 54.4 percent said they were clear-headed when they committed the crimes.

On the part of the office of Rep. Kang Ki-yun, investigations found that there were as many as 6,241 repeat sex offenders since June 2008, accounting for 16.5 percent of the total.

Looking at the breakdown of sex offenders, those in their 20s to 40s represented 48.4 percent of the total of 38,349, followed by 14.3 percent between 14 and 19. There were also 4.9 percent, or 3,917, beyond the age of 60.
