Streets in southern Seoul are suffering from rampant distribution of flyers with almost naked women _ littering is one thing but exposing children and young pedestrians to such pictures is another serious problem.
It is illegal to hand out obscene flyers at public places and violators may face up to 1 million won fine or two years in jail, according to a relevant law.
However, it is not easy to restrict the activities as distributors quickly escape on their motorcycles and register their cell phones under false names, according to an owner of a shop in Yeoksam-dong.
Most take advantage of night hours, making it more difficult for the police, said a spokesperson at Seocho District Office.
“To actually make progress, we would need to track down the prostitution using the flyers, but Seoul City does not have any right [to do so],” said Park Chung-kyu, a para-policeman at City Hall.
