Animal feed with sand turns to soldiers food

The North Korea government is trying to ease the food crisis by importing Chinese livestock feed to feed the army. Pyongyang also requested the United States “to supply food,” saying that they are even “willing to let them monitor the distribution.”

‘Radio Free Asia,’ a private, nonprofit corporation that broadcasts news to closed societies, has reported that North Korea is disguising Chinese livestock feed into normal grain since late January, supplying them firstly to soldiers according to a source in Yanggang Province.

As the Chinese livestock feed, mixed of unripe rice and sand, is on the market in bulk at lower prices, the exchange rate of the North Korean currency and grain prices have dropped.

North Korean trade officials have been trying to exchange medicinal herb, scrap iron and ore for food, but Chinese merchants have rejected the nonpaying offer.

However, sweeping natural disasters increased bad crops not fit for sale, influencing China to sell the unripe rice to North Korea at a cheap price.

“The North also requested that the animal picture, which shows that animal feed is contained, is removed from the sack,” said another source from the province. “You can’t tell whether it’s for human or animals by looking at the cover.”

“Normal rice is sold at 120 yuan per sack(25kg) but the rice imported these days are only 75 yuan,” said a source from North Hamgyeong Province. “The good rice comes from smugglers and bad rice is from the customs.”

“Some say that we are just abandoned livestock for the government, while some others say it’s better than none,” added the informer.

Meanwhile, Han Seong-ryul, North Korea’s deputy ambassador to the United Nations, requested Robert King, North Korea Human rights envoy of the U.S., to supply mass food last month, according to a diplomatic source in Washington. King, who is currently visiting Seoul, is known to have discussed the matter with local officials, Jan. 8.

“Deputy Ambassador Han has supposedly said that they would satisfy the United States on monitoring the distributing process at the talk,” said the source. Currently, the United States suspended donating food after North Korea rejected an additional employment of monitoring officials capable of speaking Korean in March, 2009.

When asked whether there were any talks about food aid, King replied that they talked about various issues, opening the possibility for the matter. He also added that ‘It is very important for the United States to cooperate with South Korea for the North Korean issue.’ The current official stance of the United States is that there are no plans of food aid to the North. “Even if the administration decides to support the North, it wouldn’t be easy to pass the Congress for the budget,” another diplomatic source said.

북한, 쭉정이와 돌 섞인 동물사료가 식량?

북한의 식량 부족 사태가 최악으로 치닫자 중국에서 가축용 사료를 수입해 식량으로 위장, 군인에게 공급하고 있는 것으로 알려졌다. 미국엔 “감시를 받겠으니 식량을 달라”고 요청한 상태다.

폐쇄적인 국가에 뉴스를 전달하는 비영리단체 '자유아시아방송'은 양강도의 한 소식통에 따라 1월 말부터 북한이 중국산 사료를 식량으로 위장 수입해 군인들과 돌격대원들에게 공급하고 있다고 전했다.

안 익은 벼에 돌이 섞인 가축용 사료가 식량으로 둔갑해 싼 값에 대량으로 팔리면서 환율과 함께 식량가격이 내린 것으로 알려졌다.

그동안 북한 무역관계자들은 중국 상인들에게 약초와 고철, 광석을 넘기는 대가로 식량을 요구해왔으나 중국 상인들은 가격이 맞지 않는다는 이유로 식량수출을 거부해왔습니다.

그러나 지난해 많은 자연재해를 입은 중국에 처리하기 어려운 저질 불량 식량이 늘어나자 중국당국이 농민들의 수입증대를 위해 여물지 못한 벼를 모두 가을해 사료용으로 넘기도록 조치했고 이러한 사료용 저질 식량이 헐값에 북한에 유입되었다.

양강도의 또 다른 소식통도 “우리(북한)쪽에서 쌀을 들여 올 때 포장용 포대에 (사료임을 표시하는) 짐승그림을 넣지 말 것을 요청했다”며 “겉포장만 보면 사료인지 사람이 먹는 식량인지 구분할 수 없게 해놓았다”고 밝혔습니다.

함경북도 회령시의 소식통은 “일반 쌀은 중국에서 한 포대(25kg포장)에 인민폐 120원 이상을 부르는데 지금 들어오는 사료용 쌀은 한 포대에 75원에 불과하다”며 장마당에서 팔리는 쌀들 중에 “좋은 쌀은 모두 밀수꾼들이 들여 온 것이고 나쁜 쌀(사료용)은 세관을 통해 수입해온 식량”이라고 언급했습니다.

그러면서 그는 “우리는 국가가 방목하는 짐승들”이라고 노골적인 불만을 내놓는 사람들이 있는가 하면 “그런 쌀이라도 들여와 먹을 수 있으니 정말 다행”이라는 주민들의 엇갈린 반응을 전했습니다.

한편 북한의 한성렬 주유엔대표부 차석대사가 지난달 로버트 킹(Robert King) 미 국무부 북한인권특사에게 대규모 식량 지원을 요청했다고 워싱턴의 한 외교 소식통이 전했다. 현재 한국을 방문 중인 킹 특사는 이번 달 8일에 한국 외교통상부 당국자와 만나 북한 한 대사의 발언을 소개한 뒤 대응책을 협의한 것으로 알려졌다.

한 대사는 이 자리에서 식량 분배에 따른 모니터링(감시) 문제에 대해 “걱정하지 말라. 미국이 만족할 만한 수준으로 해결하겠다”고 말했다고 이 소식통은 덧붙였다. 미국의 대북 식량 지원은 북한이 한국어를 사용하는 모니터링 요원의 추가 배치를 거부해 2009년 3월 이래 중단된 상태다.

이와 관련, 킹 특사는 위성락 한반도평화교섭본부장과 만난 뒤 ‘대북 식량 지원 문제를 논의했느냐’는 기자들의 질문에 “많은 이슈에 대해 얘기했다”고 답해 논의 가능성을 시사했다. 그는 또 “미국이 대북정책을 추구하는 데 있어 한국 정부와 조율하는 것이 매우 중요하다”고 말했다. 미국의 공식 입장은 “현재까지 어떠한 대북 지원 계획도 없다”(커트 캠벨 국무부 동아태 차관보)는 것이다. 외교 소식통은 “미 행정부가 대북 지원을 결정하더라도 예산을 지원해야 하는 미 의회의 사정을 감안할 때 이른 시일 내 이뤄지기는 쉽지 않을 것”이라고 말했다.
