Korea, US take neutral position in sea naming

South Korea and the United States plan to use a "neutral expression" in their joint document to be issued this week in describing the waters between South Korea and Japan, a sensitive issue due to the long-time territorial dispute stemming from Japan's past aggression, a diplomatic source said Sunday.

South Koreans were dumbfounded when Pentagon spokesman Geoff Morrell repeatedly called the waters the "Sea of Japan," not the East Sea, during a press briefing last week on a plan to hold joint naval drills with South Korea there.

While the name Sea of Japan is more widely known internationally, South Korea officially dubs the waters, also bordered by North Korea and Russia, the East Sea.

South Koreans claim the title Sea of Japan was unfairly standardized during Japan's 1910-45 colonial rule of the Korean Peninsula and remains a symbol of Japan's imperialistic past.

Koreans are also angry at Japan's continued claim to the sovereignty over Dokdo, a set of South Korean-controlled rocky islets, in the East Sea.

The Pentagon official's naming of the sea raised a question over Washington's formal stance on the politically and diplomatically sensitive matter ahead of the first-ever meeting between the foreign and defense ministries from South Korea and the U.S. to be held in Seoul on Wednesday.

Secretary of State Hillary Clinton and State of Defense Robert Gates are scheduled to discuss with their South Korean counterparts the details of planned joint naval exercises off the western and eastern coast of the peninsula to show the strength of the robust alliance in the face of continued North Korean provocations.

"A joint statement to be adopted at the two-plus-two meeting includes the contents of South Korea-U.S. combined exercises in the East Sea and West Sea," the source said on the condition of anonymity. "As far as I know, they plan to describe the venues as waters off the 'east and west coast of the Korean Peninsula.'"

한 미, “동해” 표기 중립으로 절충

한국과 미국은 이번 주 발표할 공동 성명서에서 한일 양국 사이의 바다를 표기하는데 “중립적인 표현”을 쓸 계획이라고 한 외교 소식통이 일요일 밝혔다. 이 문제는 일본이 과거 한반도의 침략에서 나온 해묵은 한일 영토 분쟁으로 민감한 문제이다.

제프 모렐 미 국방부 대변인이 지난 주 한국과 합동 해군훈련 계획 관련 언론 브리핑 중 반복해서 “동해’를 “일본해”로 부르자 한국 국민들은 어안을 벙벙해 했다.

국제적으로 일본해로 더 많이 알려진 반면 한국은 북한과 러시아와도 경계를 이루는 이 해역을 공식적으로 동해라고 부르고 있다.

한국은 일본이 한반도를 식민 지배하에 두었던 1910-45년 불공정하게 일본해로 표준화해 아직도 일본 제국주의 상징으로 남아있다고 주장하고 있다.

한국민 또한 일본이 동해 끝에 있는 바위섬인 독도를 끊임없이 자국 영토라고 우기는데 분노하고 있다.

미 국방부 관리가 부른 이 바다 이름은 수요일 서울에서 가질 양국 첫 외교 및 국방장관 회담에 앞서 정치 및 외교적으로 민감한 문제에 대해 미국의 공식적인 입장 관련 의문을 제기했다.

미국은 양국의 공동성명에서 “한반도 동쪽과 서쪽의 해역”이라는 중립적인 표현을 사용하는데 한국정부의 양해를 구한 것으로 알려졌다.

이에 앞서 여당의 윈희룡 의원은 힐러리 클린턴 국무장관과 로버트 게이츠 국방장관에게 서한을 보내 한국의 입장을 설명했다. 원의원은 국회 외교, 통일 위원회 의장이다.
