Michelle Rhees Popularity Plummets

D.C. Schools Chancellor Michelle Rhee, 40, who is initiating reform of public education in the U.S. capital, has seen a steep fall in her popularity over the past two years in the latest Washington Post poll. The Post reported Monday that Rhee's performance rating has fallen to 43 percent this year from 59 percent in 2008.

In the survey last week, oppositionists of Rhee's performance outpaced supporters by 1 percentage point to 44 percent. In 2008, the disapproval rating was as small as 29 percent.

Rhee's approval rating by parents of children attending public schools in D.C. have nearly reversed, with 54 percent of those parents disapproving her now compared to 38 percent approving. Two years ago, the approval rating was 54 percent compared to 39 percent of disapproval rating.

In particular, the support for Rhee by African Americans has fallen from 50 percent two years ago to 28 percent this month. On the other hand, disapproval rating jumped 38 percent to 62 percent. The percentage who "strongly disapprove" of her performance has doubled over this period, from 22 percent to 44 percent.

Despite the falling support rate, a growing number of parents answered that they have recognized the outcome of the reform of the public education the chancellor has been carrying out.

As small as 65 percent of the parents in the city responded that violence or crime in schools are a "big problem," compared to 78 percent two years ago.

The sharp fall of Rhee's support is found to be linked with the popularity of Mayor Adrian M. Fenty. Mayor Fenty appointed Rhee as the chancellor in 2007.

The conflict Rhee has created in the process of public education reform without compromise has been cited as another factor to pull down her popularity.

Rhee dismissed 266 "incompetent" teachers last October, citing the financial pinch. However, the labor union of teachers in D.C. has filed complaints with the court, alleging that the action is illegal layoff, which the D.C. Congress supported.

워싱턴 미셸 리 교육감 인기 급락

미국 수도 워싱턴 DC의 공교육 개혁을 주도하고 있는 한국계 미셸 리 교육감에 대한 여론 지지도가 급락한 것으로 조사됐다고 워싱턴포스트가 1일 보도했다.

워싱턴포스트는 `리 교육감의 업무수행에 대한 시민들의 지지 여부'를 지난주 조사한 결과 지지도가 43%로 지난해 같은 조사에서의 지지도 59%에 비해 크게 하락한 것으로 집계됐다고 전했다.

이번 조사에서 리 교육감의 업무수행 방식을 지지하지 않는다는 응답은 44%로 지지응답보다 1% 포인트 오히려 더 높았다. 지난해의 경우 지지하지 않는다는 응답은 29%에 그쳤었다.

이 중 자녀가 워싱턴 내의 학교에 다니는 부모들의 불만이 우선 높아졌다. 지난해 조사에서는 54%가 지지, 39%가 지지하지 않는다고 답한데 반해 올해 조사에서는 38%가 지지하고 54%는 반대한다고 응답, 정반대 경향이 나타났다.

특히 2년 전 50%에 달하던 흑인들의 리 교육감에 대한 지지도가 28%로 급락한 것으로 조사됐다. 이번 조사에서 지지하지 않는다는 응답은 38에서 62%로 급증했다. 리 교육감의 업무에 대해 "강하게 불만"이라고 답한 흑인도 같은 기간 22에서 44%로 2배로 증가했다.

이 같은 지지도 하락에도 불구하고 리 교육감이 추진해 온 공교육 개혁 성과에 대해서는 공감하는 응답이 늘어난 것으로 조사됐다.

교내 범죄나 폭력이 심각한 문제라고 대답한 비율은 78%에서 65%로 낮아졌다.

리 교육감의 지지도가 급락한 것은 애드리언 펜티 워싱턴 시장의 인기하락과 맞물린 것으로 분석됐다. 펜티 시장은 리 교육감을 지난 2007년 임명했다.

또 리 교육감이 타협을 하지 않고 공교육 개혁을 추진하면서 생긴 마찰도 지지도 하락에 영향을 미친 것으로 분석된다.

리 교육감은 재정난을 이유로 지난해 10월 `무능교사' 266명에 대한 해고를 단행했지만 이에 대해 워싱턴 교원노조는 불법해고라고 반발하며 법정소송까지 제기했고, 워싱턴 DC 의회도 이에 동조하며 리 교육감과 갈등을 빚었다.
