Ban on Drinking Games

The United Kingdom has announced that mandatory licensing conditions designed to call time on the "binge drinking culture" in pubs and clubs across England and Wales will come into force later this year, according to the Guardian.

This include a ban on drinking games such as the "dentist's chair," where drink is poured straight into the mouth of customers and compulsory identity checks on all customers who look under 18.

However, a ban on the bulk discounting of alcohol by shops and supermarkets led to police complaints that lager is being sold more cheaply than water has been dropped from the code.

The Conservatives proposed to ban below cost-price sales. Home Secretary Alan Johnson is to confirm final details of the code, which is designed to tackle the drink-fuelled crime and disorder that is estimated to cost the U.K. between ?8 billion and ?13 billion a year.

The new mandatory conditions include a ban on "irresponsible" promotions such as "all you can drink for ?10," women-drink-deals, speed drinking competitions and "dentist chairs" and an availability of free tap water, ID check on anyone who looks under 18 and a choice between a single and double measure of spirits and a small and large glass of wine.

If the pubs and club owners breach the code, they could face extra conditions such as losing their licenses, paying fines of up to ?20,000 and six months imprisonment.

This code is to be introduced in two stages this year. The first will come into effect on April 6 which will cover the ban on promotions and drinking games and provision of free tap water. The second, which covers smaller measures and age checks, will be introduced on Oct. 1.

그러나 경찰은 상점이나 슈퍼마켓에서의 주류에 대한 대폭 할인 금지조항 때문에 저장 맥주가 물보다 더 싸게 팔리는 경우가 있다고 지적했다.

보수당은 원가 이하로 주류를 판매하는 것을 금지하자고 제안했다. 앨런 존슨 내무장관은 음주로 인해 생기는 범죄나 무질서, 또한 이로 인해 매년 80억 파운드에서 130억 파운드 가량 드는 비용을 막기 위한 새 법규를 최종 결정할 예정이다.

새 법규에는 `10파운드에 무제한 음료 제공,' `여성손님 무료 음주,' `빨리 마시기 대회,' `치과의사'와 같은 무책임한 판촉행위 금지와 수돗물 무료 제공,1 8세 이하로 보이는 손님들에게 신분증 검사 그리고 와인 작은 잔 선택 허용 등이 들어 있다.

만약 술집이나 클럽 소유자가 이 법규를 위반하면 면허가 취소되고 최고 2만 파운드 벌금 및 6개월 징역형에 처해진다.

이 법규는 올해 두 번에 나뉘어 시행될 예정이다. 4월 6일자로 판촉행위 및 술 마시기 게임이 금지되고 수돗물이 무료로 제공되는 법규가 시행된다. 또한 10월 1일자로 작은 잔 허용, 연령검사 등이 시행에 들어간다.

내무장관은 일부 소매업자들은 무책임한 판촉행위를 계속 하고 있다고 비난 하였고 그들 모두에게 영향을 미치는 문제에 대해서 정부와 업계는 대책을 마련해야 한다고 말했다.
