President Lee Myung-bak Thursday named Chang Soo-man, chief of the Public Procurement Service, vice defense minister, the presidential office announced.

The move was construed as his determination to overhaul the Ministry of National Defense's procurement arm, the Defense Acquisition Program Administration (DAPA).

Min Seung-kyu, a senior presidential aide for agriculture, was named the first vice minister of food, agriculture, forestry and fisheries, while Ha Young-je, head of the Korea Forest Service, was appointed the ministry's second vice minister.

Kwon Tae-kyun, deputy finance minister for trade and investment, was named head of the Public Procurement Service.

Jung Kwang-soo, deputy head of the Korea Forest Service, will be promoted to head the office, Cheong Wa Dae said.
