Roh Appoints New Chief Policy Secretary

President Roh Moo-hyun Tuesday named Sung Kyoung-ryung, 53, chairman of the Presidential Committee on Balanced National Development, as his new chief secretary for national policy planning.
Sung replaces Byeon Yang-kyoon who was dismissed for allegedly having abused his power to protect Shin Jeong-ah, a female assistant professor of Dongguk University in Seoul who fabricated her academic credentials.
The new presidential aide, who has worked as a social welfare professor at Hallym University is an expert in government renovation, the welfare state, balanced development and regionalism, said presidential spokesman Cheon Ho-seon.
Cheon said Sung has a deep understanding of the incumbent administration's overall policies, citing his experiences on various presidential advisory groups.
