'Hwagyo-saok' residents in limbo

The deaths by fire of two elderly women on Feb. 17 in the shanties in Supyo-dong in northern Seoul were the tragic result of

administrative

buck-passing and

neglect

.

The “Hwagyo-saok,” meaning overseas Chinese residential units, is a deserted island amid a building forest lining the redeveloped Cheonggye Stream. A string of machinery tool stores cover the street facades, hiding the age-old shanties from view.

Decayed wooden boards, protruding electrical wires and falling bricks behind the shops make it clear why it has been classified as a “fire hazard district” since 1986.

Due to the safety hazards there, the Jung-gu Office issued numerous eviction notices and recently began forced demolitions.

However, the residents at the bottom rung of society are strongly

oppos

ing the administrative directive as they have no place else to go.

“Is Korea a communist country? Forced eviction is nonsense. I might as well lie on the street and kill myself. The district office must look after the residents” said Cha Young-soo, 65, a street cleaner and 25-year resident.

He is among some 30 elderly residents who have lived in the shanties between 20 and 40 years.

“We survive on basic state subsidies, charities and waste-paper collecting. Some may have the luxury to live with their children, but most of us don’t. That’s why we can’t leave here,” Cha said.

ped with a TV, computer, microwave, air-conditioner and other necessities. “Money can get you anything,” he said, referring to the electricity and Internet connection in his hideout. He said his dwelling standards are above those of his neighbors.

Regarding the tragic incident, Cha guessed the fire spread when one of the victims, Jun Bok-soon, 81, was replacing a briquette.
