North Korean workers failed to show up for work on Tuesday, bringing operations at the Kaesong Industrial Complex to a halt, government officials said.
A government source said workers did not report to work as the North announced the day before that it would pull out all of its laborers in protest of South Korean provocations.
He added that the North did not have plans to operate bus services used to ferry workers from their homes to the complex.
There are some 53,000 North Koreans who work at the 123 South Korean factories in Kaesong.
