Steps unveiled to fight soaring home rental prices

The government will expand financial support to low- and mid-income people and increase home supply as part of efforts to help them secure housing amid soaring rental deposits, the government said Friday.

The move comes as rental deposits for housing under the "jeonse" system are skyrocketing. Jeonse refers to a unique home rental system in South Korea under which a tenant can make a large lump-sum deposit to lease a home, usually for two years, in lieu of paying monthly rent. Landlords are restricted from raising the deposit during a lease but there are no limits on a hike after the contract expires.

"We have decided to increase financial support to ease the burden on tenants as jeonse prices are going up," the government said in a joint press release by the finance ministry, the land and transport ministry and the public affairs ministry.

"The government will also expand taxes and funding in order to increase the supply of rental homes from the private sector," it added.

Under the latest price-stabilization measures, the government said that it will lower interest rates on housing loans offered to low- and mid-income people.

A household with an annual income of 30 million won ($26,800) or less and no record of home ownership can receive up to 80 million won in jeonse loans from the current 60 million won. The interest rate on the home loans will also be reduced from 4.5 percent to 4 percent, the government said.

In a longer-term measure, the government also plans to provide tax benefits and financial support for home rental businesses in a bid to expand supply of homes for jeonse demand.

In a related move, it will lower acquisition and transfer taxes for builders that purchase unsold apartments and lend them for jeonse residence. Investment on rental home business will also get tax benefits.

The latest measures are a follow-up on a set of "jeonse price stabilization" plans unveiled last month that promised to increase the supply of small and mid-sized rental homes to keep prices under control.

However, market watchers expressed doubt that the measures are enough to stabilize the home market as many other factors remain in place to send prices higher.

Jeonse prices have been on a steep rise over the past few years as people prefer temporary residence to buying a home. Many gave up the idea of home ownership as the property market was hit hard by the global economic slump, dashing hopes that investment in homes would guarantee hefty profits in the long run, experts say.

They added that low interest rates aggravated the "jeonse crisis" as tenants tended to use bank loans to renew their residence contracts, while landlords tended to raise prices to offset losses stemming from low interest rates.

According to a report compiled by Kookmin Bank that analyzed the nation's housing price trends, jeonse prices jumped 7.1 percent last year, the highest annual increase in eight years. In some areas in Seoul, tenants see their jeonse prices more than double in just two years. (Yonhap)

민간 임대사업 세제지원도 확대

연소득 3천만원 이하 무주택 가구주에게 지원되는 국민주택기금 전세자금이 가구당 8천만원으로 늘어나고 금리도 4%로 낮춰진다.

수도권 지역에서 3가구를 5년만 전세 놔도 양도소득세 중과 완화, 종합부동산세 비과세 등의 세제 혜택을 주는 등 민간의 임대 사업도 활성화한다.

정부는 최근 심화하는 전세난에 대응해 이런 내용을 골자로 한 전•월세 시장 안정 보완 대책을 11일 당정협의를 거쳐 관계 부처 합동으로 11일 발표했다.

이날 정종환 국토해양부 장관이 발표한 대책에 따르면 연소득 3천만원 이하의 무주택 가구주에게 지원되는 서민•근로자 전세자금은 가구당 지원 한도가 6천만원에서 8천만원으로 확대되고 금리는 연 4.5%에서 4%로 0.5%포인트 인하된다.

저소득 가구 전세자금의 지원 대상 주택도 수도권 과밀억제권역 내 전세 보증금 8천만원 이하에서 1억원 이하로 늘어난다.

주택금융신용보증기금의 전세자금 대출보증 규모도 작년 5조8천억원에서 올해는 7조원으로 확대하고, 필요하면 더 늘릴 방침이다.

민간이 임대주택을 충분히 공급할 수 있게 매입 임대사업자에 대한 양도세 중과 완화, 종부세 비과세 등의 세제 지원 요건도 대폭 완화한다.

이에 따라 종전에는 서울의 경우 5가구를 10년간, 경기•인천은 3가구를 7년간 전세 놔야 세제 지원을 해줬으나 앞으로는 수도권 모두 3가구를 5년만 임대하면 이런 혜택을 받을 수 있다.

또 부동산 간접투자 상품인 리츠가 일정 비율 이상을 기준시가 6억원 이하, 전용면적 149㎡ 이하 임대주택에 투자하면 개인투자자의 배당소득에 대해 과세 특례를 적용하고 취득세 감면도 30%에서 50%로 확대한다.

아울러 준공 후 미분양 주택이 전•월세용으로 활용될 수 있게 건설사가 2년 이상 임대한 미분양 주택을 사들이거나 준공 후 미분양 주택을 취득해 5년 이상 임대하면 취득세를 최대 50% 감면하고 취득 후 5년간 발생한 양도소득에 대해서도 양도세를 50% 깎아줄 방침이다.

5년 민간 임대 주택에 대한 지원 한도를 연말까지 한시적으로 가구당 5천500만~7천500만원에서 7천만~9천만원으로 늘리고 금리도 연 3~4%에서 2%로 낮췄다.

원룸형 도시형 생활주택에 대한 주택기금 지원 대상도 30㎡ 이하에서 50㎡ 이하로 완화함으로써 신혼부부 등 2인 가구의 수요를 흡수한다는 방침이다.

정 장관은 "1.13 대책의 후속 조치도 차질없이 추진해 중소형 분양 및 임대 주택 13만가구의 입주 시기를 최대한 앞당기고 주택 공급 활성화를 위한 각종 규제도 철폐하겠다"고 소개했다.

그는 "민간 부동산 정보 업체 등이 입주 물량 감소를 강조하고 있지만, 올해 수도권 입주 예정 물량은 17만7천가구로 작년(18만7천가구)보다 크게 적은 수준이 아니고 주택 수요가 많은 서울은 4만2천가구에서 4만8천가구로 오히려 늘어난다"고 덧붙였다. (연합)
