Instructor sentenced to 20 years for rape, sexual assault

An Air Force instructor was sentenced to 20 years in prison Saturday after being convicted of rape and sexual assault in a sweeping sex scandal that rocked one of the busiest military training centers in the U.S.

A military jury at Lackland Air Force Base in San Antonio found Staff Sgt. Luis Walker guilty Friday night on all 28 charges he faced, including rape, aggravated sexual contact and multiple counts of aggravated sexual assault. A judge consolidated those charges Saturday into 20, but that didn't affect Walker's maximum sentence. He could have received life in prison.

Walker is among 12 Lackland instructors investigated for sexual misconduct toward at least 31 female trainees. Six instructors have been charged, on counts ranging from rape to adultery, and Walker was the first to stand trial. Walker also faced the most serious charges of all those accused.

Walker submitted a written statement during the sentencing hearing, but he also spoke from a podium directly to the jury while his two sons, ages 7 and 4, looked on quietly.

"I ask for my family's sake, for my two boys right there," Walker said, wheeling around and sobbing. "I ask that I am allowed to have a future with them."

Walker tried to mention having taken a polygraph test, but the prosecution objected before he could divulge the results.

"I promise you," he said of any sentence, "I'll accept it humbly and with the commitment to move forward positively."

Prosecutors say from October 2010 through January 2011, Walker sexually assaulted or had improper sexual or personal contact with at least 10 female recruits. Walker's court-martial included testimony from all 10 women, including one who described him luring her into an office and sexually assaulting her on a bed, ignoring her pleas to stop. The Associated Press does not usually identify sexual assault victims.

Five women testified during Saturday's sentencing hearing, saying they couldn't sleep or maintain relationships with men after the assaults. They said Walker's actions eroded their trust in authority and affected their performance at work.

One said it affected her tour in Afghanistan because she felt uncomfortable being alone with men.

"It's made it extremely hard to interact with authority figures," she said. "During my tour in Afghanistan, I was a little bit more scared of everything. I can't work with certain individuals just since they remind me of Staff Sgt. Walker."

Lackland is where every American airman receives basic training. It has about 475 instructors for the approximately 35,000 airmen who graduate every year. About one in five recruits are female, pushed through eight weeks of basic training by a group of instructors, 90 percent of whom are men.

Walker was convicted by a jury of six men and one woman. Under Air Force rules, the jury can declare a defendant guilty by a three-fifths vote on each individual count, rather than the unanimous decision required in American civilian courts. (AP)

미국 공군 훈련교관이 10명의 여성 훈련병을 성폭행하거나 성추행한 혐의 등으로 징역 20년형을 선고받았다.

미국 샌안토니오의 래크랜드 공군기지 군 배심원단은 21일(현지시간) 훈련교관 루이스 워커 하사에게 적용된 성폭행 등 28건의 혐의를 인정해 이같이 선고했다.

현재 래크랜드 공군기지에서는 교관 12명이 여성 훈련병들을 상대로 성범죄를 저지른 혐의로 조사를 받고 있으며, 워커는 이중 한 명이다.

이번 사건은 1990년대 미국을 뒤흔들었던 메릴랜드 육군 훈련소 `섹스 스캔들' 이후 최대 규모로, 피해자가 최소 31명에 이른다.

검찰은 워커가 2010년 10월에서 2011년 1월 사이 교관 지위를 이용해 여성 훈련병들의 신뢰를 얻은 뒤 성범죄를 저질렀다고 밝혔다.

이날 군사재판에는 10명의 피해자가 출석해 증언했다. 이중 한 명은 워커가 자기의 사무실로 유인해 성폭행했다고 말했다.

워커는 법정에서 4세, 7세의 두 아들과 시간을 보낼 수 있도록 형량을 줄여달라며 선처를 호소했다.

전직 래크랜드 공군기지 부사령관은 "이번 판결은 이 같은 행위는 절대로 용납될 수 없다는 신호를 보내게 될 것"이라고 말했다.

래크랜드 기지는 공군 신병들이 기초 훈련을 받는 곳으로, 475명의 교관이 매년 3만5천명의 신병을 교육한다. 신병 5명 중 1명은 여성이며, 교관은 대부분 남성이다.

이곳 교관들에 의한 성범죄는 2009년부터 시작된 것으로 알려지고 있으나 지난해까지는 피해자가 나서지 않았다.

이번 사건으로 미국에서는 공군 내 성희롱과 성차별 문제가 이슈로 떠올랐으며 여군 훈련 방안에 대한 논쟁도 촉발됐다.

또 공군 자체 수사와는 별도로 의회 조사를 요구하는 목소리도 나오고 있다.

이와 관련, 미 의회에서는 70여명의 의원이 군 훈련소의 여성 신병 처우 문제에 대한 청문회 개최 요구서에 서명한 상태다. (AP-연합)
