Gov't mulls office for immigration policy

The government will set up a control tower for immigration policy, as part of efforts to tackle population decline amid the low birthrate and aging society.

The Presidential Committee on the Ageing Society and Population Policy announced Thursday that this was part of a five-year plan — running until 2020 — it had submitted to the administration.

The body will integrate policies on foreigners and immigration now dealt with by various ministries and agencies.

"The office will be tasked with collecting public opinion about long-term immigration policies and coordinating them with relevant organizations," the committee said.

It has not yet been decided whether the office will be an independent body or when it will open.

The committee also said the government will set up a system to manage immigrants, collecting data about them.

It will study how many immigrants Korea will need to maintain its working population.

There has long been talk about creating such a government body, as the number of immigrants keeps growing.

Many experts have said that immigrants are the solution to the low birthrate and the decreasing working population. It is expected that Korea's population will peak at 52.1 million in 2030 and start decreasing to less than 30 million by 2091 if nothing is done.

The labor and family ministries have encouraged immigration, while the justice ministry has been reluctant because of the possibility for an increase in illegal immigrants.

Besides immigration, the presidential committee also presented a set of measures to boost the birthrate.

For childcare, it said the government will open at least 2,500 additional daycare centers so that more mothers can depend on state-funded daycare services.

College students giving birth to children will be allowed to take leave for up to two years. The state will cover most of the expenses for medical fees from pregnancy to delivery.

It also said that providing more job opportunities for young people would help in increasing the birthrate, as many young adults give up marriage and childbirth amid unemployment or job insecurity.

The government plans to create 370,000 additional jobs through its labor reforms.

With regards to housing, the committee said the government will provide 135,000 apartments for newly-weds. Almost 6,000 of these will be within special living complexes where each will have two rooms or more, and there will be daycare centers.

The government plans to spend 197 trillion won in the next five years to implement these plans, which it hopes will result in raising the birthrate from 1.21 last year to 1.5 by 2020.


세계은행 "한국과 일본, 젊은 이민자 받아 고령화 대처해야"

아시아 전체에는 여성 노동참여 확대, 보건제도개선 제안

전 세계에서 고령화 속도가 빠른 국가로 꼽히는 한국과 일본이 젊은 이민자를 적극적으로 수용해 고령화에 대처해야 한다고 세계은행이 제언했다.

세계은행은 8일(현지시간) 발표한 '장수와 번영: 아시아·태평양 지역에서의 고령화' 보고서를 통해 지역에서 상대적으로 선진화된 한국과 일본의 경우 '젊은 이민자를 유인할 수 있도록 노동시장을 개방하면 이익이 될 것'이라고 주장했다.

이 보고서에 수록된 한국 등 아시아 지역 주요 8개국 이민자 인구 비중을 보면 한국이 1.1%로 가장 낮았고 일본과 태국이 각각 1.7%였다.

반면, 싱가포르(40.7%)와 홍콩(38.8%)은 8개국 중 첫 번째와 두 번째로 이민자 비중이 높았고, 호주(25.7%)와 뉴질랜드(22.4%)의 비율도 비교적 높았다. 말레이시아는 8.4%였다.

중국을 비롯한 아시아 지역에서 공통으로 취할 수 있는 고령화 대응책으로 세계은행은 여성의 노동 참여 확대와 보건제도의 개선을 지목했다.

대개 병원을 기준으로 수립돼 있는 보건 정책의 중심을 지역 의원이나 보건소 같은 1차진료 체계로 옮겨야 효과적인 고령화 대책이 가능해진다는 게 이 보고서의 설명이다.

세계은행은 지난 4월 발표한 보고서에서 한국의 15∼64세 인구가 2010년부터 2040년 사이에 15% 이상 줄어들 것이라고 전망했다. 이 연령대의 인구는 경제협력개발기구(OECD) 등에서 노동가능 인력으로 구분된다.

세계은행은 65세 이상 인구 비중이 7%에서 14%로 늘어나는 시간을 기준으로 한 노령화 속도에서 한국이 베트남에 이어 두 번째로 빠른 국가군에 포함됐다고 발표했다.

수디르 셰티 세계은행 아·태지역담당 수석연구원은 '아·태 지역에서 경제 성장의 역동성을 유지하면서 고령화에 대응하는 일이 가능하지만, 강력한 정책 결정과 더불어 큰 폭의 관행 변화가 사회 전반적으로 진행돼야만 한다'고 지적했다. (연합뉴스)
