Sexual crimes on trains have risen steeply, increasing 84 percent between 2012 and 2014, the Ministry of Land, Infrastructure and Transport said Monday.

A total of 749 such cases were reported, accounting for 21 percent of 3,568 total crimes that occurred on subways and other trains during the period.

Half of them occurred on subways; 22 percent on other types of trains; and the remainder took place in stations.

One in three cases involved smartphones with male suspects taking "up-skirt" photos of women passengers. Groping or other types of undesired contact accounted for 54 percent, while exhibitionists accounted for 13 percent.


Morning rush hours between 6 a.m. and 9 a.m. were the period where sexual predators proved to be most active.

The report said suspects not only used smartphones but also hidden cameras in the shape of buttons, pens, key chains, watches and ones attachable to hats.


Theft accounted for most of the crimes that occurred on trains and in train stations, with 1,002 counts or 28 percent of the total.

"We are beefing up security around trains and train stations," an official was quoted by an online media outlet. "We plan to install more security cameras to counter sex crimes on trains and in stations."

국토교통부는 2012년부터 2014년까지 철도범죄 현황 분석 결과 철도시설 또는 열차 내 범죄가 지속적으로 증가해 모두 3,568건의 범죄가 발생했다고 월요일 밝혔다.

범죄 유형별로는 절도가 1,002건으로 전체 28%로 가장 많았고, 성범죄 21%, 폭력 15%, 철도안전법위반 12%, 기타 24% 등이 뒤를 이었다. 성범죄는 최근 3년간 84% 증가했다.

철도 성범죄의 경우, 전동차에서 49%의 성범죄가 일어났으며 지상 역과 일반열차가 29%, 22%로 뒤를 이었다.

성범죄 수법 별로는 피해자의 몸을 더듬는 “밀착형”이 54%를 차지했으며, 스마트폰이나 몰카를 사용하는 도찰형이 33%, 공연음란 등 기타가 13%로 나타났다.

도촬하는 카메라 종류도 스마트폰, 단추형, 볼펜형, 열쇠고리형, 손목시계형, 모자부착형등 다양한 몰카기기가 사용된 것으로 밝혀졌다.

국토부 철도경찰대는 전국 주요 40개역에 고화질 폐쇄회로 TV 657대를 설치해 24시간 범죄 감시체제를 구축하고 있다.
