Former POSCO Engineering and Construction (E&C) Vice Chairman Chung Dong-hwa has emerged as a central figure in a slush fund scandal that has put the company's global reputation at risk.

The prosecution is expanding its probe into how the slush fund was created and used amid allegations that former President Lee Myung-bak's key aides are at the end of the money trail.

Chung is believed to hold the key to clarifying these suspicions.

In February 2009, Chung, who was vice president at the construction subsidiary's plant sector, was promoted to president of the firm after his predecessor, Chung Joon-yang, became the group chairman.

He was then promoted to vice chairman in March 2012, leading the company's domestic and overseas projects before stepping down in March last year. Almost all his term overlapped with that of former Chairman Chung.

The slush fund was allegedly created during his reign. Concerning the allegations, prosecutors arrested a former executive, surnamed Park, who headed POSCO E&C's Vietnamese unit, for helping the firm create a 10 billion won slush fund while implementing engineering projects there and pocketing 4 billion won of the money. The company in Vietnam has claimed the 10 billion won was used as kickbacks to local contractors there.

Prosecutors suspect Chung was aware of the slush fund because it is unlikely that Park could redirect such a large amount of money alone. They suspect Chung ordered Park to do so or at least connived in the act.

The prosecution already obtained information that 4 billion won was transferred to Korea, and is investigating what it was spent on. Suspicions are that POSCO offered the money as kickbacks to high-profile policymakers in Korea under the former Lee Myung-bak administration.

Chung also had close ties with key figures in the Lee administration, including former Vice Minister of Knowledge Economy Park Young-june and JN Tech Chairman Lee Dong-jo, who allegedly managed the kickbacks Park received.

It is alleged that those two exercised influence on Chung Joon-yang's appointment to the chairmanship, and Chung Dong-hwa was the middleman linking the two with the former chairman. JN Tech's sales jumped largely after it became a subcontractor to POSCO.

Chung Dong-hwa also faces allegations regarding POSCO's takeover of Sungjin Geotec. In 2010, POSCO Plantec acquired Sungjin Geotec, which was on the verge of bankruptcy, at a much-higher-than market price. When Sungjin Geotec won an oil plant project bid in Indonesia in 2012, Chung had his brother-in-law take part in the project consortium.

As Chung is involved in almost all corruption allegations regarding POSCO, it is inevitable for the prosecution to question him. Prosecutors plan to summon him next week at the latest.


포스코건설 비자금 국내 반입경로 추적…'윗선' 수사

하청업체 흥우산업 관련사 대표 조사

포스코건설 비자금 의혹 사건을 수사 중인 검찰은 베트남 사업을 통해 조성된 100억원대의 비자금 중 40억여원이 국내로 반입됐을 가능성이 크다고 보고 경로를 추적하고 있다.

아울러 돈의 규모나 수법에 비춰 비자금 조성 과정에 포스코건설 최고위 인사나 포스코그룹 수뇌부의 개입이 있었을 것으로 보고 '윗선' 수사에 힘을 쏟고 있다.

25일 검찰에 따르면 이 사건을 수사 중인 서울중앙지검 특수2부(조상준 부장검사)는 전날 흥우산업 관련사 대표를 참고인으로 소환해 조사했다.

흥우산업은 포스코건설이 2009∼2012년 베트남 고속도로 사업 과정에서 공사대금을 부풀려 100억원대의 비자금을 조성하는 과정에 동원된 혐의를 받는 하청업체다.

수사팀은 비자금 가운데 40억원가량이 회사 측 해명과 달리 베트남 현지 발주처 리베이트 명목 등에 사용되지 않은 단서를 잡고 전날 포스코건설 베트남법인장을 지낸 박모 전 상무를 구속했다.

박 전 상무와 시차를 두고 베트남법인장을 지내며 현지 사업을 담당했던 또 다른 박모 전 상무에 대해서도 신분을 참고인에서 피의자로 전환했다.

검찰은 구속된 박 전 상무와 흥우산업 관련사 대표 등을 상대로 수상한 흐름을 보인 40억여원이 어떻게 쓰였는지를 조사했다. 검찰은 이 돈이 국내로 반입됐을 가능성을 시사하는 여러 단서들을 확보한 것으로 전해졌다.

비자금의 국내 반입 경로가 확인되면 이 금액의 최종적인 사용처로 수사 초점이 옮아갈 전망이다. 전 정권 인사들을 상대로 한 포스코 측의 정관계 로비 의혹과 연결될 만한 대목이다.

검찰 관계자는 '포스코건설 비자금 수사 대상을 해외에서 국내로 옮기는 게 희망사항'이라며 '박 전 상무의 윗선이 어느 정도 사건에 개입했는지 여부도 수사하고 있다'고 말했다.

이에 따라 수사팀은 박 전 상무와 흥우산업 관계자 등을 대상으로 비자금 조성 과정에 개입한 '윗선'에 대해 추궁하고 있다.

비자금 조성 시점에 그룹을 이끌던 정준양 전 포스코 회장, 그룹과 포스코건설 사이의 가교 역할을 하며 비자금 조성 전반에 관여한 의혹을 받는 정동화 전 포스코건설 부회장 등의 연루 의혹을 집중적으로 캐고 있는 것이다.

검찰은 비자금 경로 추적 등의 진척 상황에 맞춰 조만간 정 전 부회장을 우선 소환해 조사할 방침이다. (연합뉴스)
