Hundreds of KBS reporters boycotted news reporting Monday, demanding the resignation of company CEO Gil Hwan-young. They said they will continue the boycott as long as Gil remains in the post.

The CEO is being accused of allegedly exerting undue influence in the newsroom of the state-run broadcaster to produce programs favorable to President Park Geun-hye and appoint employees with pro-government views to important posts.

The reporters started the boycott at 1 p.m., after holding a vote on whether to stop reporting for the broadcaster. About 91 percent of reporters belonging to the KBS Reporters' Association voted in favor of the walkout.

KBS reporters and editors have been threatening to strike over the past week unless the CEO, who was appointed in 2012 by ex-President Lee Myung-bak and is now serving a three-year term, resigns.

On Monday, Gil had planned to meet with KBS employees at 10 a.m. and hold a press conference at 3 p.m. to reject allegations that he has influenced the state-run broadcaster's selection of news stories and personnel appointments.

But the CEO could not go to work in the morning as members of the KBS labor union barricaded the front gate of the company headquarters building in Yeouido. Gil attempted to force his way into the building at 9:15 a.m., but had to leave the scene due to strong protest from union members.

The president has been under pressure to step down since May 9 when former newsroom chief Kim Si-gon revealed that he tried to control the broadcaster's news coverage.

Kim alleged that Gil directed him not to report former Cheong Wa Dae spokesman Yoon Chang-jung's sexual harassment scandal as top news. Kim even claimed that Gil follows only one person, President Park.

Most KBS workers are said to hold an unfavorable view of Gil. According to the KBS union, 97.9 percent of surveyed employees said he should step down.

Several members of KBS's board of directors Monday proposed a vote of no confidence on Gil and will hold an emergency meeting as soon as possible to deal with the matter. The board plans to hold a meeting on Wednesday to decide his fate.

Last Friday, a group of KBS editors offered to resign, demanding Gil's resignation and a day later, about 50 senior reporters also vowed to quit.

'청와대와 사장의 보도·인사 개입 논란' 속에서 촉발된 KBS 사태가 19일 오후 KBS 기자협회의 제작거부 돌입 등과 함께 해결의 실마리를 찾지 못한 채 파국 위기로 치닫고 있다.

KBS PD협회도 이날 길환영 사장이 퇴진하지 않으면 제작거부에 돌입하겠다고 결의했으며, KBS이사회 야당 측 이사 4인은 이사회에 길 사장의 해임제청안을 제출했다. 또 앞서 보직 사퇴한 보도국 부장들에 이어 이날 지역총국 부장들도 일제히 보직 사퇴를 하고 사장 퇴진을 압박하고 나서는 등 KBS의 내홍이 악화일로를 걷고 있다.

이런 가운데 길 사장은 이날 오후 3시 열린 기자협회총회와 뒤이어 열린 기자회견에 참석해 자신의 발언이 왜곡돼 전달됐다며 사퇴하지 않겠다는 뜻을 밝혔다.

길 사장은 '자리에 연연할 생각 없다. 그러나 이런 상황에서 그것(사퇴)에 대해서 이야기하는 것은 적절치 않다'며 '그것보다는 위기 상황에 처해 있는 KBS의 문제를 빨리 수습해야한다고 생각한다'고 말했다.

그는 이번 사태를 촉발한 김시곤 전 보도국장의 폭로에 대해 '김 국장과의 업무상 대화가 그런 식으로 과장 왜곡될지는 생각도 못했다'며 자신의 발언이 확대해석됐다고 주장했다.

길 사장은 청와대의 외압 의혹에 대해서는 '청와대 외압이 있었다고 하는 것은 전혀 그렇지 않다'며 '청와대가 어디 가라고 해서 가서 하고 전혀 그런 것 아니다. 또 청와대 쪽에서 사퇴를 시키라든지 그런 얘기를 들은 적이 없다'고 전면 부인했다.

앞서 길 사장은 이날 오전 10시 팀장급 이상 사원들을 대상으로 외압 의혹에 대해 설명하는 '사장과의 대화' 자리를 갖고 오후 3시에는 같은 취지로 기자회견을 열 계획이었다.

그러나 이날 오전 KBS 양대 노조가 길 사장의 퇴진을 요구하며 출근저지 투쟁을 펼치면서 그는 제시간 출근을 하지 못했다. 출근저지 과정에서 노조원들과 사측 안전요원 간 격렬한 몸싸움이 벌어지면서 길 사장이 탄 승용차의 앞유리가 크게 파손되기도 했다. 그 여파로 '사장과의 대화'가 취소됐으며 기자회견도 취소됐다가 오후 4시께 일부 매체만 모인 가운데 약식 회견이 진행됐다.

애초 이날 오후 6시부터 제작거부에 돌입할 계획을 세웠던 KBS기자협회는 길 사장이 예정했던 '사장과의 대화'와 기자회견이 취소되자 계획을 앞당겨 오후 1시께부터 바로 제작거부에 들어갔다. 이에 따라 뉴스를 진행하는 기자협회 소속 앵커들도 모두 업무를 중단했다.

KBS 기자협회 제작거부는 지난 2012년 2월 부당 징계와 인사 철회 등을 요구하며 실행한 이후 2년여 만이다.

이번 제작거부 시한은 20일까지로 한시적이다. KBS 기자협회는 그 사이 길 사장이 사퇴를 결정하기를 간접적으로 압박하는 차원이라고 설명했다.

김주언, 이규환, 조준상, 최영묵 등 KBS 야당 추천 소수이사 4인은 이날 KBS 이사회에 '길환영 사장 해임제청안'을 제출했다.

이들은 안건에서 '길환영 사장은 사사건건 개입해 방송의 공정성과 자율성을 짓밟아 왔다'면서 'KBS의 독립성을 최일선에서 지켜야 하는 최고 책임자임에도 불구하고 오히려 독립성을 스스로 침해하는 범법행위를 저질렀다'고 지적했다.

KBS는 21일 이사회를 개최할 예정이며 이 자리에서 길 사장 해임제청안의 상정 여부가 결정될 예정이다.

KBS PD협회도 비상대책위원회로 전환하고 길환영 사장이 사퇴하지 않으면 제작 거부에 동참한다고 선언했다.

PD협회는 성명에서 '공영방송 KBS가 침몰하고 있다'며 '청와대의 의도에 따라 보도에 간섭하고 제작 자율성을 짓밟은 길환영 사장에게 그 책임이 있다'고 비난했다.

PD협회는 제작거부에 돌입하는 시기와 방법은 PD협회 비상대책위원회에 일임하기로 했다.

KBS 전국 지역 취재·편집·촬영부장도 성명을 내고 길 사장 퇴진을 요구하면서 'KBS 공영방송이 정권의 눈치만 보는 관제방송으로 전락해 국민으로부터 외면받는 국영방송이 되지 않기 위해서는 청와대의 낙하산 인사로 점철되고 있는 KBS사장 선임구조의 근본적인 대수술이 필요하다'고 밝혔다. (연합뉴스)
