Park apologizes over fake evidence scandal

President Park Geun-hye apologized Tuesday for the spy agency's alleged forgery of evidence used in charging a North Korean defector with espionage, ordering the embattled agency to make thorough efforts to reform itself.

Park issued the apology during a Cabinet meeting, a day after prosecutors indicted three officials of the National Intelligence Service for their alleged roles in the scandal. NIS Director Nam Jae-joon also offered an apology earlier in the day.

"Regrettably, wrong practices of the NIS and holes in its management system have been revealed. I feel sorry for causing concern to the people," Park said. "The NIS must make excruciating efforts to overhaul itself to make sure this kind of incident won't repeat itself. Should there occur any case of it losing people's trust again, I will take strong measures to hold it accountable."

The scandal began following revelations that fake documents were used in the case of Yoo Woo-seong, a former official of the Seoul municipal government charged with handing over personal information of more than 200 North Korean defectors to Pyongyang.

After a local court acquitted Yoo of espionage, prosecutors appealed the verdict and submitted Chinese immigration records on Yoo's visits to the North. But some of the documents were later found to have been forged, and suspicions have since arisen that the spy agency was involved in the alleged fabrication.

On Tuesday, prosecutors announced the results of a two-month investigation into the scandal, including the indictment of the three NIS officials. But prosecutors said they found no evidence that higher-ranking officials, including Nam, were involved.

After the announcement, a deputy NIS chief offered to quit, and Park accepted the resignation.

But the announcement touched off strong criticism that the investigation was designed to give impunity to the spy agency chief. Opposition parties have long demanded Nam's resignation, holding him responsible for the evidence forgery and other scandals involving the agency. (Yonhap)

박근혜 대통령은 15일 국가정보원의 서울시 공무원 간첩 증거조작 사건과 관련, '유감스럽게도 국정원의 잘못된 관행과 철저하지 못한 관리체계에 허점이 드러나 국민께 심려를 끼쳐드리게 돼 송구스럽게 생각한다'고 말했다.

박 대통령은 이날 청와대에서 국무회의를 주재하면서 '어제 간첩사건 증거조작 의혹에 대한 검찰의 수사결과가 발표됐다'며 이같이 사과했다.

또 '다시는 이런 일이 반복되지 않도록 국정원은 뼈를 깎는 환골탈태의 노력을 해야 할 것이고 또다시 국민들의 신뢰를 잃게 되는 일이 있다면 반드시 강력하게 책임을 물을 것'이라고 강조했다.

박 대통령이 이번 사태와 관련, 전날 서천호 국가정보원 2차장의 사표를 즉각 수리한데 이어 이날 사실상의 대국민 사과를 하고 재발시 강력한 문책방침을 밝힘에 따라 일단 남재준 국정원장에 대한 인책은 없을 것으로 전망된다.

그러나 새정치민주연합 측은 이번 검찰의 수사를 '꼬리자르기'로 평가절하하며 남 원장이 책임질 것을 촉구해 논란이 불가피할 전망이다.

국정원으로서는 박 대통령이 국정원의 '환골탈태'를 강하게 주문한 만큼 낡은 대공수사관행의 철저한 개선을 통한 대공수사능력의 강화 등 강도높은 쇄신책을 마련해야 하는 상황에 처했다.

앞서 남 원장은 이날 서울 내곡동 국정원 청사에서 발표한 대국민 사과문을 통해 ''중국 화교 유가강(유우성) 간첩사건'과 관련해 증거 서류 조작 의혹으로 국민께 심려를 끼쳐 드린 점을 머리 숙여 깊이 사과드린다'고 말했다.

또 '일부 직원이 증거 위조로 기소되는, 있을 수 없는 일이 벌어진 데 대해 원장으로서 참담한 책임을 통감한다'며 '이번 일을 계기로 수사 관행을 점검하고 과거의 잘못된 관행을 뿌리뽑아 다시는 반복되지 않도록 뼈를 깎는 개혁을 해 나가겠다'고 밝혔다.
